In the process of urbanization development,the degree of coupling between industrial clusters and new urbanization reflects the level of industrial development and determines the space and potential for high-quality regional economic development.Since the reform and opening up,the government has relaxed its population control policy,which has led to accelerated urbanization and rapid concentration of industries.Due to the government’s requirements for high-quality economic development and the impact of the epidemic,urbanization,and industrial cluster development have gradually slowed down.Therefore,it is of great significance to reveal the coupling and coordination relationship between the development of industrial clusters that follow economic laws and the urbanization process that follows social laws and to propose optimization plans that coordinate with the spatial layout of industrial clusters.First,based on industrial location theory and industrial agglomeration theory,location entropy is used to measure the development level of industrial clusters,and the entropy value method is used to assign weights to measure the weights of new urbanization evaluation indexes.The coupling coordination model is used to measure the coupling coordination relationship;the spatial correlation method is used to measure the spatial evolution characteristics;the gray-scale prediction model and Arcgis software are used to predict and analyze the development trend of coupling coordination.Finally,countermeasures for coupling coordination enhancement are proposed at both inter-provincial and prefecture-level city levels.The innovation point of the article mainly focuses on the expansion of research dimensions.The article investigates the coupling and coordination relationship between industrial clusters and new urbanization in 11 prefecture-level cities in Hebei Province from two dimensions:industry and time.The research results show that the coupling coordination degree in the industry dimension shows that the primary industry is significantly better than the secondary industry,and the secondary industry is better than the tertiary industry;in the time dimension,it shows that the coupling effect is gradually better and the coupling speed is significantly accelerated.At the spatial level,the global spatial evolutionary trend of the coupling coordination degree is not significant and locally shows a spatially uncorrelated and random distribution.The coupling coordination is expected to grow to vary degrees in the next decade,but the development is slow and there is room to improve the coupling coordination relationship.Based on this,three suggestions are made at the inter-provincial level: to grow leading agricultural enterprises;to anchor the positioning of advantageous manufacturing industries;and to improve the service functions of urbanization.At the level of prefecture-level cities,three proposals are made to form a tourism industry agglomeration effect in northern Hebei;to expand the demographic dividend advantage in eastern Hebei;to increase environmental protection in central and southern Hebei.This is important for building new towns and an efficient and healthy urban cluster in Hebei Province.
