With the acceleration of urbanization and industrialization in China,the consumption of industrial water resources is high,and the pollution of water resources is becoming more and more severe,and the rational use of water resources plays an important role in sustainable development.Therefore,it is necessary to evaluate and study the efficiency of industrial water resources and improve the status quo of industrial water use.This paper takes 11 provinces and cities in the Yangtze River Economic Belt in 2003-2017 as the research object.First of all,this paper analyzes the current situation of water resources,industrial water and industrial wastewater discharge in the Yangtze River Economic Belt,selects appropriate input-output indicators,and takes industrial water pollution discharge as an undesirable output to build an industrial water resource evaluation index system.Considering the problem that the efficiency value of SBM can not be compared in different periods and the decision-making units can not be completely ordered,the idea of super efficiency and the method of building global production technology set are introduced into the SBM model based on the undesirable output to build the global super SBM model based on the undesirable output.Secondly,in order to eliminate the influence of environmental factors and random errors,the global Super-SBM model based on undesirable output is combined with the three-stage DEA model to form a three-stage global Super-SBM model based on undesirable output.This model measures the efficiency of industrial water resources in the Yangtze River Economic Belt from a static point of view,and makes a comparative analysis from the whole,upper,middle,lower reaches and cities of the Yangtze River Economic Belt.The results show that the overall industrial water resources utilization efficiency value of the Yangtze River economic belt is low,there is a large improvement space,and the efficiency value of industrial water resources in various regions is widely different,showing the upstream and downstream ladder form.Thirdly,the global Malmquist-Luenberger index model based on SBM direction distance function dynamically measures the efficiency value of industrial water resources in the Yangtze River economic belt and its decomposition value,and finds that the improvement of industrial water resources utilization efficiency in the Yangtze River economic belt mainly comes from technological progress.Finally,the fixed effect model is established to study the factors influencing the efficiency of industrial water resources in the Yangtze River economic belt,and puts forward corresponding countermeasures and suggestions according to the results.The study found that scientific and technological progress,opening-up level,industrialization level,industrial structure passed the significance test,among which scientific and technological progress,opening-up level on the Yangtze River economic belt industrial water resources utilization efficiency showed a positive impact,industrialization degree,industrial structure showed a negative impact.
