The development of a country is based on resources,and oil,as the most important energy substance in the world,is an important cornerstone for social development,industrial production,and energy security.As an industrial and developing country,China has a huge demand for oil in the current stage of rapid development.According to relevant data,in 2021,China’s crude oil imports for the whole year totaled 512.978 million tons,with a total import value of $257331.2 million.Maritime transportation is one of the main modes of transportation for China’s oil imports,and Ningbo Zhoushan Port bears about 40% of the country’s oil transit volume.The loading and unloading of oil and the refueling of ship fuel oil will be accompanied by pipeline damage and oil leakage;The increase in the number of navigable ships will increase the risk of oil leakage caused by accidents such as ship collisions and reef strikes.As the pearl of the East China Sea,Zhoushan is located at the estuary of Hangzhou Bay in the strong tidal zone.There are many aquaculture areas,scenic spots,ports and shipping areas in the sea area,and the pressure of oil spill prevention and control is far greater than other sea areas.Therefore,analyzing potential oil spill hazards,conducting numerical simulation of oil spills,and analyzing the impact of sensitive sea areas have outstanding theoretical significance and practical value.This article takes the sea area near Zhoushan,where there are numerous commercial oil storage depots,dense oil loading and unloading ports,large traffic flow of navigable ships,and widely distributed anchor points for ship fuel refueling,as the research area.The risk source of oil spill is the ship navigation gathering point.Based on the MIKE 21 software and hydrodynamic model,a numerical simulation of offshore oil spill is constructed using the Oil Spill two-dimensional oil spill module,Analyze the impact of simulated predictions on surrounding sensitive waters and provide targeted prevention and control policies,including:(1)Drawing triangular meshes based on SMS software and using MIKE21_The FM HD module establishes a two-dimensional ocean hydrodynamic model based on Unstructured grid for the sea area near Zhoushan in the East China Sea,studies the tidal current characteristics of the sea area through the analysis of the simulated hydrodynamic field,and verifies the feasibility of the model according to the hydrological data such as the measured tide level and current direction in the study area.The verification results indicate that the overall trend amplitude of the simulated values and the measured values at the station is basically consistent.The real ocean hydrodynamic field characteristics near Zhoushan in the East China Sea can be simulated and reflected,providing accurate and reliable hydrodynamic driving conditions for the oil spill simulation module..(2)Based on various data and information,analyze the classification methods of marine functional areas and sensitive areas near the core research area.Use the Analytic Hierarchy Process to classify sensitive areas in the nearby sea functional areas,and assign values to each type of sensitive area.Study the degree of impact of oil spills on sensitive areas in nearby waters.(3)Based on the basic data of the established hydrodynamic field model in the waters near Zhoushan,a numerical model of oil spill risk in the waters near Zhoushan is established using the MIKE 21 Oil Spill oil spill module.Analyze the movement and movement process of spilled oil entering the sea surface.Analyze the drift trajectory,diffusion range,and impact time of the oil spill film at different times and under different combinations of wind conditions.(4)By simulating the spread of oil spills at the above-mentioned hidden danger points,analyzing the scope and extent of the impact of oil spills on the surrounding sensitive areas,and proposing targeted prevention and control measures based on the sensitivity level of the sensitive areas.Based on the numerical simulation results and the expansion status and development trend of the oil film at different times,scientific and effective arrangements are provided for the dispatch of emergency supplies for offshore oil spills,To improve the material scheduling problem in the emergency response process of offshore oil spill accidents.
