With the rapid development of China's economy,the demand for oil is increasing,and the import of oil is also increasing.About 90%of China's oil imports and exports are transported by sea,and there are more than 400 oil tankers sailing in China's coastal waters every day.Among them,VLCC super large oil tanker can transport 2 million barrels of crude oil per ship.In addition to oil tankers,large ocean container ships and bulk carriers also have thousands or even tens of thousands of tons of fuel oil for their own use.If the ship spills oil at sea,it will lead to a large number of oil spills polluting the ocean,which will cause catastrophic damage to the marine ecological environment and fishery resources.Due to the lack of perfect oil spill emergency response mechanism,the pollution caused by oil spill on the sea can not be effectively controlled in a short time,resulting in pollution diffusion.Therefore,how to scientifically build a set of emergency material scheduling system for oil spill at sea and control pollution to the minimum is a problem worthy of study.Based on the analysis of the law and characteristics of the oil spill accident,this paper constructs the emergency material scheduling model when the oil spill spread is intense and the emergency response ship scheduling model when the oil spill spread is slow,respectively.The former belongs to the emergency material scheduling problem and the latter belongs to the ship route optimization problem.The research of this paper is an oil spill emergency response system between a single oilspill emergency response point and multiple pollution areas.First,analyze the characteristics and laws of the oil spill accident,build the oil spill diffusion model,and predict the trend of oil spill pollution;second,number and rank the severity of each pollution area according to the speed of oil spill diffusion,the more serious the pollution area has the priority of emergency materials distribution;third,dispatch the emergency materials for each pollution area.When the spilled oil diffuses rapidly,the emergency material dispatching model when the spilled oil diffuses violently on the sea is used to determine the earliest cleaning time and the best quantity of emergency material and equipment for the spilled oil pollution on the sea.When the diffusion of oil spill is slow and the pollution caused by oil spill is within the scope of emergency capability control,the emergency response ship scheduling model when the diffusion of oil spill is slow is used and heuristic algorithm is used to solve the problem,and the emergency response ship scheduling route with the minimum transportation time and transportation cost is obtained;fourthly,the feasibility of the above model is verified by an example.The research of this paper can provide reference for the improvement of oil spill emergency response system,and provide basis for oil spill emergency response decision-making,which has great practical significance.
