Research On Earthquake Prevention And Disaster Reduction Management In Heilongjiang Province

As the critcial part of the coutry safety,seismic prevention and disaster mitigation is becoming more important as the development of the economics and urbanization.It is applied in the High-way roads,railway,dam,nuclear station and other construction projects.As we can't predict the occurrence of earthquake.When it happened,not only harms the safety of the construction,also lead the secondary disaster and other indirect economic loss that can't be counted.In order to avoid the disaster,is very vital to do the work of eismic prevention and disaster mitigation.As preventation is more important than the earthquake.This article is focusing on using the methods of investigation,discussing and referring to documents,analysing situation of the eismic prevention and disaster mitigation management in Heilongjiang Provience,discovering the disadavantages of management,like the loss of analysing euipment,the secondary disaster threaten the safety of city,the weakness of force of supervision in country,the lack of awareness of the preventation,and the experience shortage of the dealing with big earthquake.For the purpose of intensifying the Seismological Bureau function,The author combines the knowledge of public managemnet with the method,supplying the suggestion for the three system :Monitoring and prediction,disaster defence,emergency rescue system of the seismic prevention and disaster mitigation.
