As the most important material basis for human production and life,water resources are related to human survival and development and the coordination and sustainability of social economy.As a national-level ecological economic zone,the Dongting Lake Basin is a key implementation area of the ecological priority green development strategy.However,with the construction of large-scale water conservancy facilities,urbanization,and the advancement of industrialization,the Dongting Lake Basin is short of water quality and engineering.Seasonal water shortage and other problems have become increasingly prominent,seriously affecting the production and life of the people in the region and the sustainable development of society and economy.How to improve the water resources carrying capacity of the Dongting Lake Basin and coordinate the coordinated development of the water resources carrying capacity system is not only related to the construction of the Dongting Lake Ecological Economic Zone itself,but also affects the development and construction of the Yangtze River Economic Belt.Clarifying the water resources carrying capacity of the Dongting Lake Basin,handling the relationship between water resources and economic development,and realizing the coordinated and sustainable development of the Dongting Lake Basin through effective measures have become key issues that need to be studied and solved urgently.Based on this,the main research contents and conclusions of this thesis are as follows:(1)Sort out the conceptual connotation,evaluation methods,influencing factors and research status of water resources carrying capacity,build a four-dimensional evaluation index system of water resources-water environment-socioeconomic-ecological environment,and comprehensively use the AHP-entropy weight method to determine the index weights.Combined with the TOPSIS comprehensive evaluation method,the water resources carrying capacity of the Dongting Lake Basin was evaluated.The results show that during the sample investigation period,the water resources carrying capacity of the Dongting Lake Basin fluctuated and increased,and its comprehensive evaluation value increased from 0.443 in 2011 to 0.592 in 2020,changing from a reasonable level III to a good level II.In terms of horizontal comparison,the spatial differences of water resources carrying capacity in the Dongting Lake Basin are obvious: the overall distribution pattern is "high in the west and low in the east".Among them,the water resources carrying capacity of the Lishui,Zijiang and Yuanjiang rivers are at the level III reasonable level;the Dongting Lake area,the Xiangjiang river basin and the Sankou river basin are in the level IV overload state.(2)In order to analyze the reasons affecting the changes of water resources carrying capacity more deeply,construct an index system from the perspective of influencing factors,and use the stepwise regression model to obtain the main influencing factors of water resources carrying capacity in the Dongting Lake Basin,including sewage treatment rate,third The proportion of industrial output value,water consumption per 10,000 yuan of GDP,and financial water conservancy expenditure represent three factors: environmental policy,economic level,and science and technology.Among them,the impact of science and technology and economic level is more significant,indicating that the improvement of the water resources carrying capacity of the Dongting Lake Basin Strength should be focused.(3)According to the obtained results,from the aspects of science and technology,economic development,policy guarantee and ecological protection,it is proposed to rely on science and technology to improve water use efficiency;promote industrial structure upgrade,optimize water resources allocation;improve system management,strengthen water Resource utilization and protection;pay attention to the ecological environment,and prevent and control the deterioration of the water environment,so as to comprehensively improve the water resources carrying capacity of the Dongting Lake Basin and ensure the sustainable use of water resources.
