Talents are the first resource of urban development.To attract,retain and use talents well,we must provide sufficient public service guarantee for talents.This paper starts with education system reform to study the impact of 12-year free education system on the decision-making of high skilled talents migration.Specifically,this paper constructs the DID regression model with different policy time to explore the inflow behavior of talents in cities and the change of skill structure of workforce in the region before and after the implementation of the policy.The results show that the 12-year free education policy has a significant attraction to talents,and it's also helpful to improve the skill structure of the workforce where the policy is implemented.The education policy reform's influence on the population migration decision varies: This effect increases with the increase in the number of stay-with parent migrants' children and school-age children.The effect also increases with the current and expected future benefits caused by the age difference of school-age migrant children.The theoretical analysis of this paper holds that the basic decision-making unit of population flow into cities is the family.The utility of a household depends on economic benefits and nonmonetary urban public service level.Considering the importance of children's education in Chinese families,we think the key determinant of attracting talents is urban public education expansion and the children' access to public education opportunity.This research is a reference for cities to formulate effective policies to attract high-skill talents.This paper studies the effect of the 12 years free education policy reform from the aspects of the quantity and quality of urban workforces,not only helps to understand the comprehensive effect of the urban education reform on local labor market,but also provides a new idea for the reform of urban education policy...
