China has always been known as a populous country because of its unparalleled population size. According to the result of the sixth census, with a total population of1.339billion people. China again impressed the world. Meanwhile, according to the United Nations Population Fund and the State Family Planning Commission of China in July2011, the proportion of China’s total population is19%of the world, which also surprised the world. Along with the steady growing population is "High-skilled Labor Shortage", which first occurred in the21st century and then became much more prevailing all around China, especially in the Pearl River Delta Region, Yangtze River Delta Region and other highly developed regions in China. The development issues are complicated. Among which the issue of "High-skilled Labor Shortage" concerns the sustainable development of economy as well as international competition. For these reasons, the definition of "High-skilled Labor" and the discussion of the relationship between high-skilled labor and innovation deserve closely analysis. Firstly, this article is going to take a close look at the definitions of skill and technology. The definition of high-skilled labor will also be discussed in this part. Secondly, we are going to explain the relationships among high-skilled labor, innovation and the sustainability of economic growth. Thirdly, we are going to give some recommendations to solve the "’high-skilled labor shortage""technology development" and "sustainable development" problem of China in multiple perspectives.
