As china's economic development has entered a new normal state,economic growth urgently needs to be driven from demand driven to innovation driven.The eighteen Party of the Communist Party of China clearly put forward:“adhere to the road of independent of Chinese characteristics and implement the strategy of innovation driven development”.However,the level of agricultural modernization in China is low,which is not conducive to the implementation of the innovation driven strategy,the adjustment of the economic structure and the realization of the goal of four modernizations.In the process of transformation and upgrading of traditional agriculture to modern agriculture,there is an urgent need for higher agricultural education to provide high-quality innovative knowledge,science and technology and talent support.However,the development of higher agricultural education in China is facing many difficulties.For example,the quality of agricultural education is not good enough.The capacity of knowledge innovation in agricultural science and technical research and development is insufficient.The number of world-class agricultural universities and agricultural disciplines is less.The support of higher agricultural education to the development of agricultural modernization is not enough.The integration of Industry-Education-Research in higher agricultural education should become an indispensable part of the implement of the national innovation-driven strategy.It is a necessary requirement to enhance the ability to serve the modernization of agriculture.it is also an important move for agricultural universities and disciplines to break the difficulties and cultivate outstanding agricultural and forestry talents.The UK is one of the most innovative countries and the first country to accomplish agricultural modernization,and a number of disciplines are in the world's leading level,such as agricultural science,veterinary medicine,land management.The study uses the methods of literature research,history and case studies to explore how higher agricultural education in the UK serves agriculture modernization,how higher agricultural universities feed into the tide of the integration of industry-university-research in higher education,how the world-class agricultural universities and discipline promotes their own development in the process of integration of industry-university-research.Stones form other hills may serve to polish the jade of this one.Based on the experience of integrated development of industry university research in UK's higher agricultural education.this paper puts forward the operation strategy for the reform of higher agricultural education and the construction of first-class agricultural universities and disciplines in our country.Higher agricultural education in Britain originated in the mid-18th century.It did not have much interaction and cooperation with the agricultural industry until the end of the19th century,and began to embark on the development path of integration of industry-university-research.The development of integration of industry university research in British higher agricultural education has gone through three stages:the initial stage(from the late 19th century to the 1940s),the close integration stage(1940s-1970s),the deep integration stage(from the 1970s to the present).In the process of integration of industry-university-research,the British government has played a leading role,playing the role of“leaders”,“intermediaries”,and“investors”.It created a good policy environment for cooperation between agricultural universities and external scientific research institutions,agricultural enterprises,intermediaries and other organizations.University of Reading,University of Nottingham,Royal Veterinary College are the leaders in the field of higher agricultural education.They regard the integration of industry-university-research as an important strategy for school construction and discipline development.They have carried out all-round and deep-seated exchanges and cooperation with the industry in personnel training,scientific research and social service,and achieved the common progress of schools and agricultural industries.Drawing on the experience of the UK,the Chinese government should improve laws,regulations and policies,and strengthen the links between agricultural universities and the industrial sector.Agricultural universities in China should take the integration of industry universities research as a key measure to build world-class agricultural universities and disciplines,establish the concept of open school-running,build first-class cooperation platform of industry-university-research,to guide enterprises to participate in school personnel training and scientific research activities.
