Research On The Function And The Effect Factors Of Higher Agricultural Education Institution Serving Modern Agricultural Extension

Agricultural extension system is an important part of the national agricultural support protection system and an important carrier of the strategy of revitalizing agriculture through science and education,which is made great contribution to the development of agriculture.However, the current extension system that is composed of government extension agency mainly exists many problems, and has become the bottleneck of agricultural technology progress.Agricultural extension is a complex social engineering project, it has many subjects with different function and relatively independent to attend.In many subjects, as important agricultural technical support for modern agricultural extension,higher agricultural education institutions play an significant role in modern agricultural extension with its advantages of education,scientific research and extension.This paper focuses on the analysis of the function and the effect factors of the higher agricultural education institutions in modern agriculture extension and how to further promote the function.therefore, there are some key problems as follows:The first one is.how to match traditional theory with the function of higher agricultural education institutions in modern agriculture extension. There are three basic theories, which are new economic growth theory, rural human resource development theory and agricultural technology diffusion theory. Combining these theories with higher agricultural education institutions serving modern agricultural extension.and becoming its theoretical basis.is one of key problems that will be solved in this paper.The second problem is how to use case research and SWOT method to analyse the effect factors of higher agricultural education institutions serving modern agricultural extension. Although our higher agricultural education institutions have made great contribution between modern agricultural theory extension research and practise,but up to now. there are still many internal and external factors in the process of higher agricultural education institutions serving extension,which restrict the full play of the function of modern agricultural extension.So study on the factors affecting higher agricultural education institutions in modern agriculture extension and how to use the advantages and avoid disadvantages,is the key to enhance the function of higher agricultural education institutions.The third one is how to strengthen our higher agricultural education institutions in modern agriculture extension by referencing the precious experience of the land grant college serving American Agricultural Service System, this is another key question needs to be solved in this paper.Through study on three key problems, this paper holds that should take the following measures to strengthen higher agricultural education institutions in modern agriculture extension:Firstly,from the government point of view,our government should strengthen extension financial input, which solve the fund shortage problem of higher agricultural education institutions servicing agriculture extension;and referencing the precious experience the land grant college serving American Agricultural Service System.our government should creat policy and legal environment to higher agricultural education institutions serving modern agriculture extension;Besides, peasants' small scale business and the imperfect market mechanism decided that our government should strengthen the public character of higher agricultural education institutions serving modern agriculture extension.Secondly,from the perspective of higher agricultural education institutions, we should adhere to the scientific and technological innovation,update educational philosophy;and should establish cooperation mechanism to integrate different superior resources by using their own advantages external opportunities;higher agricultural education institutions should establish and perfect the incentive mechanism to improve the passion of scientific research personnel and cultivate professional extension troop.Last but not the least,from the farmers point of view,our government and higher agricultural education institutions should cultivate new-type farmers to improve farmers'sci-tech and cultural qualities, which is the key to accelerate the transformation of technological innovation achievements.
