Along with the development of China market economy, our government carried out a series of policy reforms in the socio-economic fields to meet the needs of the development of productive forces. At present, Chinese economy keep double-digit GDP growth rate for more than 10 years, it is just like a high-speed train running and it also has many problems at the same time. Clearly, our all change and development is in order to enhance the national strength and improving people's living standards. Regardless of the country, individual or social, education is the internal driving force to promote the development, and thus become the focus of attention of all sides. However, as an aspect of the social reform, China's higher education reform bearing in stimulating domestic demand and reduce financial expenditure pressure as the real mission stepped onto the stage of contemporary Chinese society.Burdened with too many expectations of higher education reform, although there are undoubtedly progress significance, but it still inevitably accumulated a lot of problems: First, after the end of the period of history that government runs the whole show of higher education, and in the process of market-oriented reforms, how clearly defined the responsibility between the government and the market power; Second, for a long time China has a relative centralized social system, how to measure off the fiscal responsibility between central government and local government for higher education.I wrote the paper from the start of the quasi-public good theoretical, integrated our historical development of the higher education financial system, using the experience of foreign countries' arrangements about education financial as reference. And I tried to research and analysis our existing problems of higher education fiscal system deeply and objectively, as well as gave some advice about the higher education fiscal system.
