Research On The Construction Of County-level Converged Media Center Based On Provincial-level Technical Platform

Under the national top-level policy design,the construction of the county-level converged media centers has been in full swing,and basically completed its nationwide coverage.In the new context,the plight and decline of the county-level media itself is more obviously influenced by two forces,which are not only in accordance with the innovation of communication ecology driven by media technology but also for the continuation of institutional logic in its vicissitudes.Therefore,it is necessary in the realistic context and inevitable in the historical context for the construction of the county-level converged media centers which coordinated by the provincial-level technical platforms.At the current stage,it has become a common model for the construction of county-level converged media centers.Looking at the construction practice in various places,county-level converged media centers connect directly with provincial-level technical platforms combining the top-down and bottom-up pattern.In terms of technology architecture,content architecture and function architecture,the construction of the county-level converged media centers based on the provincial-level technical platforms presents the unique characteristics of the mode itself.Dialectically,the construction based on the provincial-level technical platforms itself shows its advantages: optimizing the allocation of distributed resources,maximally lowering the cost,and realizing the clustering effect between the provincial-level converged technical platforms and the county-level converged media centers,making the construction itself across the country become a reality quickly and efficiently.It is also an effective method for those less developed areas lacking of media resources.However,some disadvantages arise unavoidably owing to the restriction of institutional regulations: as the technical support platforms of county-level converged media centers,there exists to some extent cooperation-competition relationship among the multi-subjects,which gradually make the county-level converged media centers lose their independence,maybe directly affecting the convergence of the county level media centers and the application followed.Beyond the horizon of media,the construction of converged media centers based on the provincial-level technical platforms is not only related to the adjustment and development of county-level media organizations themselves,but also connected with digital,networked and intelligent information transmission,media services and social governance in the county space.So,looking forward to the application of county-level converged media centers and some construction-related innovative approaches through mediatization created by technical media platform,namely,new node of information communication,new network of media platforms,new scene of media service,new community of mediated communication and new ecology of mediated governance.All these aspects are based on the overall planning of the provincial-level technical platforms,hoping to extend the public voice to the “last-kilometer”of the county space so as to build a modern omni-media communication system among provincial-prefecture-county level,finally to realize the modernization of national governance systems and governance capacities in county area.
