China’s Beidou Navigation satellite System is a satellite navigation and positioning system which can be used in civil aviation,developed and implemented by China and operated on the basis of China’s research and development.The Ground-based augmentation System(GBAS)is one of the three satellite enhancement systems,The Beidou-based ground-based augmentation system includes the satellite system,ground subsystem and airborne subsystemThis thesis first focuses on the early approval and licensing stage in the full life cycle of the Beidou Ground reinforcement system,deeply understands the FAA regulations of the United States and the License and operation documents of the European satellite navigation ground equipment,and establishes the safety-centered approval and licensing framework of the AIR traffic control system in the United States and Europe.At the same time,LCC cost analysis theory is introduced,and the existing problems of GBAS cost analysis theory are proposed as risk evaluation indicators.Then,the key process elements in the licensing model are selected to establish the early-life risk evaluation index model of Beidou GBAS.Considering reliability risk,combing the integrity monitoring system theory method,summarizes the beidou satellite,airborne signal transmission process for clients to locate in the process of calculating the risk factors influencing the integrity,puts forward the positioning accuracy and integrity of ionospheric storms,multipath effect,anti satellite orbit clock as the life of beidou GBAS medium-term risk evaluation factors.The risk evaluation indexes of early and middle life are screened by literature review and expert scoring method,and finally a risk evaluation index system is formed and risk evaluation is carried out,so as to meet the requirements of high precision and safety in civil aviation.The whole life-cycle theoretical model is used to carry out theoretical analysis and extract key factors from the stages of production design and manufacturing,operation management and equipment maintenance of Beidou GBAS equipment to construct the risk assessment index system of Beidou GBAS equipment,and determine the weight values of all risk factors from the criterion layer to the index layer.After expert scoring,the safety degree of each stage in the life cycle and the score of the safety degree of the whole system are calculated by the weight value of each risk index,and the results are analyzed.According to the analysis results,feasible measures that can effectively deal with the risks of Beidou GBAS are proposed.The research in this thesis is conducive to promoting the development of beidou satellite navigation ground-based enhancement system with broad application prospects,and provides a reference basis for industrial parties in the future when Beidou GBAS are applied in civil aviation or other fields.
