| With the development of social economy and the construction of a strong cultural country,people’s demand for public cultural services is increasing.In the construction of Public Cultural Service System,how to provide rich cultural information and good public cultural service to the public has become the focus of academic attention.As one of the important representatives of the cultural institutions,the archives is the center of providing the Public Cultural Service of archives to the society.However,due to the secret-related attribute of archives and other objective reasons,the open degree of public services of archives is low,the excavation and utilization rate of archives resources are not high,and the functions of archives are insufficient.The study of Public Service of archives is helpful to play an active role in the National Cultural Development.Qinghai Province Archives has a long history.Under the background of increasing social and cultural demands,it is of great significance to optimize public service for its follow-up development.The investigation found that the Qinghai provincial archives in the service mode,service projects,investment,personnel and other aspects of a short board.There are some problems,such as neglecting the public demand,the service supply is insufficient,the Archives collection resources are not abundant,the independent development is insufficient;the servicemode is simple,unable to meet the needs of personalization;insufficient Analysis and collection of service feedback,and simplification of problem handling.The reasons lie in the tradition of service concept,the insufficiency of system mechanism innovation,the limited resource expansion ability,the insufficiency of coordinated service between departments and the lack of public service feedback mechanism.According to the theory of New Public Service and service-oriented government,The archives as a government agency,should adhere to "People-oriented" value pursuit,pay attention to public demand and service quality,and constantly improve their own public service capacity.Therefore,to optimize and enhance the public service capacity of the Qinghai Province Archives,First of all,we must strengthen the service concept,clarify the function positioning,and enhance the service capacity through mechanism innovation;Secondly,we should increase the collection and reception of Files and strengthen the appraisal work,making full use of the results of information technology to achieve efficient services and promote the construction of resources;Once again integrated Development Planning and departmental resources,strengthening the publicity of archives,developing the Volunteer Force,strengthening departmental coordinationand formation of service synergy;And finally,through the construction of a feedback mechanism,to provide accurate service to achieve the quality and efficiency of public services. |
