Research On The Public Service Strategy Of Radio&TV Acoustic Image File In Guangdong Province

Radio and television sound image file is the audio and image formed in the process ofproducing, manufacturing and broadcasting program in radio and television station, it recordsand reflects the historical evolution and characteristics of economic, social, cultural and otherfields, and it has important cultural property. Compared with library files and other archives,radio and television audio-visual archives share some common characteristics with them, theyare both public goods and have cultural identity; However, it also has its personalityconcerning economy and directivity which rooted in its background--radio and televisionstation. With the development of economy and society and the arrival of cultural development&prosperity, more and more cultural resources continue to enter the vision and life of thepublic, public service system is more and more sound, but only the public service ofaudio-visual archives, especially radio and television audio-visual archives, have beendifficult to form a system and to enter public life. Therefore, the study of its public servicedoes not only have the necessity, but also has important practical significance.Public service of Guangdong radio and television audio-visual archives has both generalcommonality through out the country and its unique personality. In this dissertation, theauthor sorted and summarized related information, using comparative analysis to conductin-depth analysis and focused on the three core issues:“the status quo, problems&itsreasons and countermeasures”. In addition, the author studies the current situation aboutradio and television audio-visual archives, and found that it has the following characteristics:From the perspective of the subject, management and regulators disorder proves to be acommon problem; from the perspective of the object, it points mainly to radio and televisionstation; from the perspective of its content, it spreads and inherits culture mainly throughpublic viewing; from the perspective of its application, it presents industry characteristics.Currently, the public service of Guangdong radio and television audio-visual archive has thefollowing three problems:(1) Vague relations between public service and its relateddepartment;(2) Inadequate funding;(3) Deficiency of basic service conditions. Searched tothe bottom, the problems were caused by historical issues and the characteristics of radio andtelevision audio-visual archives. Referencing public service experience abroad and relating tothe current situation of Guangdong province, the author came up with the ideas of publicservice strategy respectively in relation to the following three aspects: human factors （publicservice and its related department;）, financial factors （public service funding）, and object factors （public service hardware and software conditions）.The author believes that analysis and research of this dissertation can not onlycomplement Guangdong cultural public service system, but also contribute to GuangdongConstruction of cultural province.
