China is the most populous developing country in the world, and the gap between rich and poor has long existed.Eliminating poverty and achieving common prosperity are the essential requirements of socialism.China has always been at the forefront of poverty alleviation in the world, and how to solve the problem of poverty has also attracted worldwide attention. Therefore,China's poverty alleviation undertaking has profound and long-term international significance. It is not only the key for domestic media to tell China's story well, but also the focus of foreign media's attention. The media's active attention to poverty issues has promoted the smooth development of poverty alleviation, which is conducive to driving the economic development of impoverished areas, narrowing the gap in regional development, and providing reference for other impoverished areas.Based on the background of different social and cultural systems, this paper conducts horizontal and vertical comparative studies on the coverage of China's poverty alleviation issues by mainstream media in China and the United States, and comprehensively uses text analysis and content analysis methods to study different social systems and ideologies. It is necessary to explore how the media positions of others have affected media reports and the underlying reasons for this phenomenon, and to propose suggestions for the media on both sides to improve poverty alleviation reports. This article analyzes the content of the poverty alleviation reports of the People's Daily and the New York Times from 2010 to 2020.It analyzed and counted six categories of poverty alleviation reports: the number, themes, tendencies, perspectives, sources, and genres,as well as four aspects: attribution frameworks, results frameworks, care framework, and countermeasures framework. And found that domestic and foreign media have a high degree of attention to China's poverty alleviation issues, and that there are obvious differences in the focus of foreign media and domestic media: People's Daily is mostly from the government's perspective Reports are relatively lacking from the first point of view from the impoverished objects themselves, the positive tendencies in the reports are obvious, the problems encountered in poverty alleviation work are relatively few,the sources of reports are out of balance, and the reporting genres are diverse. In New York Times, the government perspective occupies a dominant position. There are part of positive statements about China's poverty alleviation achievements in the report, however, the related reports on China's poverty alleviation with political, economic, ethnic, human rights, and global climate issues show the characteristics of double standards, deliberate stigma, and obvious political prejudice. This newspaper has a wide range of sources of information, and the distribution of reports on poverty alleviation in China is relatively even.In terms of reporting frameworks, the two newspapers both made the most concentrated reports on the outcome framework and countermeasure framework. They both believed that disease was an important cause of poverty in rural households in China. However, both newspapers lacked analysis and reports on the causes of poverty. In the poverty alleviation report of the People's Daily, the reasons for poverty are relatively vague, and simply attributed to the natural geographical environment and diseases, and lack of in-depth background exploration. The attribution report of New York Times directly pointed to the shortcomings of China's social and economic system and established the United States as an "active contributor" and "interest-loser" in China's poverty alleviation process.People's Daily's caring framework report focuses on the help of the party, the state and all walks of life to the poor. The New York Times often highlights the impoverished ethnic minorities, but there are few reports that really focus on the complete status of poverty alleviation in China. To a certain extent, this leads to the misjudgment of the attribution framework and the lack of care framework. In a word, two newspapers with different ideologies show clearly different reporting frameworks for reporting on the same topic. In view of the current problems in China's poverty alleviation reports by the mainstream media of China and the United States,we explored the underlying reasons for their emergence, and obtained the following enlightenment: correctly understand the differences between China and the United States in reporting on China's poverty alleviation issues and strengthen the exchange of experience between the media of both sides, provide reference and guidance for the future poverty alleviation reports of domestic media after completing the resolute goal of poverty alleviation as scheduled.
