Research On The Consultation Service Of Two Sessions Of Public Library

There are three purposes for conducting research on decision-making consultation services of Two Sessions of public libraries.The first is to provide in-depth,predictive,and more reference-value services and products for the deputies and CPPCC members,so as to improve the professional level of their proposals,and help them perform efficiently during the Two Sessions period;the second is to take the consulting services of Two Sessions as a breakthrough,so as to broaden the business scope of public libraries,to promote and upgrade the function of consulting service of public libraries,and to enhance their research and information service capabilities;the third is to make the services of the Two Sessions extend to other government departments other than the NPC and the CPPCC,to promote the normalized connection and cooperation between public libraries and other government departments,eventually propel the national and local legislative decisions scientific and democratic.There methods are used: the literature research method,case analysis method and telephone research method.First of all,using the telephone survey method to investigate and make sure the relevant data about public libraries service for Two Sessions.Secondly,using the literature research method and case analysis method to investigate the basic situation of Two Sessions service of the National Library of China,the provincial public library,the municipal public library and county public library.Then from the service concept,service subject,service method,service platform,service products and other aspects,the specific service contents of Two Sessions service of Chinese public library are introduced in detail.The survey finds that the National Library of China and some local public libraries with better conditions have been able to provide in-depth consulting services with reference value for institutions and representatives of Two Sessions,meeting the specialized and complex information needs for decision-making in Two Sessions period.The public libraries with poor software and hardware conditions and insufficient funds are able to guarantee the basic information service required by the representatives of Two Sessions to the greatest extent.On the whole,most of the consulting services of Two Sessions carried out by public libraries have not yet formed a famous brand with core competitiveness.Compared with the decision-making consulting service which is with more scientific predictions,stronger countermeasures,and higher knowledge service levels,there is still a gap,the main deficiencies are as follows:(1)ways of cooperation and mutual assistance of Two Sessions service need to be improved;(2)consulting librarians are insufficient in decision-making information service capabilities;(3)the decision-making reference value of Two Sessions service products needs to be improved;(4)the insufficient use of media power by public libraries affects the service effect for Two Sessions.Based on the existing problems,four countermeasures for public libraries are proposed:(1)promote the Two Sessions consulting services to form a coordinated development model;(2)learn from the experience of think tanks to improve the consulting service quality of Two Sessions;(3)deepen the decision-making reference value of the service products of Two Sessions;(4)increase media utilization to expand the influence of public opinion on the consulting service of Two Sessions.
