Reserach On The Evaluation Of Information Service Ability In Government Decision Consultation

Under the increasingly complex competitive environment of modern society,the government decision-making is facing an unprecedented complex situation.It is difficult to deal with the crisis and challenge brought by the rapid social changes only by the decision-makers' personal knowledge,ability and experience.Therefore,it is urgent to provide high-quality information services to support government decision-making.Therefore,it is necessary to introduce intelligence service in the process of government decision-making consultation,because intelligence service has a good theoretical fit with government decision-making consultation in terms of process and working principle,and plays the role of resource support,analysis assistance and evaluation guarantee in the process of government decision-making consultation.In recent years,considerable achievements have been made in the information service of government decision-making consultation in China,and the number of research institutions has also increased steadily.However,there are still some disadvantages,such as unreasonable setting of research institutions and lack of innovation in service mode,which lead to their intelligence service ability can not fully meet the needs of government decision-making consultation.Based on the theoretical deconstruction and empirical evaluation of the intelligence service ability in government decision-making consultation,this paper puts forward some strategies to improve the intelligence service ability in government decision-making consultation,aiming to provide ideas for the research of information service in government decision-making consultation.Based on the theory of polycentric governance,the theory of resource dependence,the theory of organizational decision-making and the theory of general system,this paper scientifically defines the concept of information service ability in government decision-making consultation by using the methods of theoretical research,model construction and empirical analysis,and on the basis of quantitative analysis and comprehensive combing of existing relevant literature,This paper analyzes the mechanism of information service in government decision-making consultation,and expounds the development status of information service ability in government decision-making consultation at home and abroad.Secondly,on the basis of the existing research results,combined with the interpretative structure model,this paper classifies and stratifies the influencing factors of information service ability in government decision-making consultation.According to the calculation results,this paper constructs the evaluation index system of information service ability in government decision-making consultation from five aspects: information demand and policy source ability,information collection and sorting ability,information processing and refining ability,information transmission and docking ability,information feedback and correction ability.In addition,by designing and issuing questionnaires to obtain relevant data,this paper uses structural equation model to carry out empirical analysis on the intelligence service ability in government decision-making consultation.Firstly,exploratory factor analysis and latent variable correlation test were carried out by SPSS software.Then,with the help of structural equation model analysis software Amos,the fitness and research hypotheses of the evaluation model are tested,and the intelligence demand and source decision ability,intelligence collection and collation ability,intelligence processing and refining ability,intelligence transmission and docking ability,intelligence collection and sorting ability,intelligence information processing and refining ability,and intelligence communication and docking ability are obtained The basic conclusion is that the five indexes of information feedback and correction ability have significant positive effects on the information service ability in government decision-making consultation.The results show that the ability of information processing and refining has the greatest influence on the ability of information service in government decision-making consultation,while the ability of information feedback and correction has the least influence.Finally,on the basis of empirical analysis,this paper puts forward the strategies to improve the intelligence service ability in government decision-making consultation,and holds that it is necessary to further clarify the role of intelligence service in government decision-making consultation,do a good job in the construction of intelligence service team,optimize the docking mode of intelligence service in government decision-making consultation,and improve the evaluation mechanism of intelligence service ability in government decision-making consultation.
