Study On The Capacity Construction Of Provincial Archives Management

With the development of the modernization of national governance system and governance capacity,archives institutions need to move from archives management to archives management.The management ability of archives organization is not only the premise guarantee of archives management,but also the embodiment of archives management.The construction of archives management ability is related to the high-quality development of archives cause,the development of archives utilization service and the realization of archives management modernization.Therefore,it is not only timely,but also particularly important and necessary to carry out the research on the construction of archives management ability.This paper takes the governance ability of archives institutions as the research object,and refers to the research results of academic circles on the elements of archives governance ability.By using the methods of network survey and field survey,this paper studies the governance ability of provincial archives institutions from five aspects: coordination subject ability,system operation ability,element guarantee ability,archives aggregation ability and innovation service ability.This paper summarizes the achievements of the governance ability of provincial archives institutions in the construction of archives resources,the construction of the rule of law,publicity and education,and element guarantee,expounds the problems existing in provincial archives institutions,such as the idea of archives governance to be formed,the rule of law of archives to be improved,the development and utilization services to be improved,and the element guarantee of archives institutions to be insufficient,and analyzes the reasons for the problems.In view of the shortcomings and reasons of the provincial archives management ability,in order to further improve the provincial archives management ability construction,this paper puts forward the following countermeasures: first,firmly establish the concept of archives management.First of all,we should establish the concept of pluralistic co governance and change the idea of management standard;second,we should enhance the awareness of public participation and establish the thinking of rule of law.Second,accelerate the construction of archives management system.First of all,improve the legal governance construction system,improve the governance efficiency;second,establish and improve the file work system,improve the governance ability;finally,strengthen the legal protection,ensure the governance efficiency.The third is to improve the development and utilization system of archival resources.Firstly,it is necessary to enrich the construction of library resources;secondly,it is necessary to improve innovative services;finally,it is necessary to transform the development and utilization mode of archives resources.The fourth is to strengthen the guarantee of file management elements.First of all,it is necessary to cultivate the talent team construction mechanism;secondly,it is necessary to establish a perfect fund use mechanism;finally,it is necessary to establish a comprehensive file security mechanism.
