In 2018,Xinjiang Newspaper Group was established by the merger of a number of media institutions along with the course of transformation from a public institution to an enterprise.Simultaneously,new challenges had been brought.Diversified sources of funds,verified employment models,and increasingly complicated business types,raised the urgency of the promotion of the group' s internal management.This article mainly discusses the internal risk control system of Xinjiang Newspaper Group at the stage of transformation based on the theory of internal control framework.By analyzing the current situation of the internal control system of Xinjiang Newspaper Group through interviews and surveys,this article put forward targeted internal control countermeasures by differentiating the group as a whole and the business.This article also designs a model of internal control system of Xinjiang Newspaper Group during the stage of transformation according to the five elements and the five principles of the internal control,and proposes a list of internal control including finance,taxation,human resources,and legal risk management as well as the corresponding internal control implementation and guarantee plan,in order to be of valuable reference for building the internal risk control system of Xinjiang Newspaper Group and other western media groups those are in the period of transformation. |
