With the industrialization and marketization of press industry, traditional press advertising management system and running system do not meet the need of press industry. To better press management, especially tighten the internal control of advertisement which is the major resource of press groups, has become an urgent problem in reform of press industry.The conception of internal control of press advertising management is as follows. Firstly, establish a clear aim of internal control of press advertising management. Secondly, set up the enviroment that fits the internal control of press advertising management, and reinforce the management of risks hidden in press advertising management. Thirdly, build up a scientific process of press industry so as to increase the possibility of controll ing press industry activities. Fouthly, establish an information channel smoothly connecting the internal and external so that people in charge can have a proper and timely grasp of advertising management. Lastly, strengthen the auditing work of press advertisement.The specific policy of internal control of the press industry advertising management is as follows. According to the principle of incompatible duty, the independent department or person will count the quantity of advertising layout. The management should be separated functions from the advertising agent properly, and reduce possibility of offenders which are engaged in advertising. To check the manage department, the quantity of advertising layout will as important as the cash income, cancel the advertising fee system, and manage the discount rate openly. The management should be avoided the operation secretly or extra corporal circulation. Establish the system to delegate the accountant, to ensure the authenticity of the accounting information.
