Research On The Construction Of Comprehensive Archives Collection Resources From The Perspective Of Social Governance

The construction of comprehensive archives collection resources is a common topic and key issue concerned by the development of archives in all countries in the world.It is a basic issue in the research of archives theory and exploration of archives practice,and it is also the foundation of the development of comprehensive archives.However,under the traditional "social management" model,there are many problems that are difficult to solve in the construction of comprehensive archives collection resources.In order to better develop the construction of comprehensive archives collection resources and improve the quality of collection resources,we are introducing the concept of "social governance" in the new era of the country,with the help of its conceptual advantages,absorbing diverse social forces to participate in the construction of comprehensive archives collection resources.In order to optimize and improve the effectiveness of the construction of comprehensive archives collection resources,to a certain extent,solve the problems in the construction of collections,increase the utilization rate of collections,and realize the public interest of national resources to a greater extent.This article first defines the concept of social governance and the construction of comprehensive archives collection resources,analyzes the internal logic and corresponding relationship between the two,and puts forward the requirements of the social governance environment for the construction of comprehensive archives collection resources.Through the analysis of relevant legal documents and the data investigation of the construction of the comprehensive archives collection resources,the current situation of the comprehensive archives collection resources construction is explained from the macro and micro levels,and the main factors that affect the construction level of the collection resources are analyzed.Based on this comprehensive analysis,it is found that the construction of comprehensive archives collection resources is facing dilemmas from four aspects: ideology,laws and regulations,practical work,and science and technology.There are relatively lagging ideological awareness,lack of relevant legal system construction,and practical work to be optimized,and lack of application of science and technology.Finally,the advanced concept of "co-construction,co-governance,and sharing" of social governance is integrated into the construction of comprehensive archives collection resources,and the establishment of pluralistic concepts,perfect legal system construction,cultivating social forces,and the use of science and technology for the construction of comprehensive archives collection resources are proposed.Strategies to ensure the full implementation and advancement of social and public affairs management by diversified social forces,so as to better build a comprehensive archives collection resource system,optimize the collection resource structure,and realize the value utilization of national archives resources.
