At present,with the rapid development of China's economy and the country's special attention to software and information technology service industry,small and medium-sized software enterprises will usher in unprecedented development.However,due to the impact of COVID-19,the world economy has suffered a severe recession,and China is also facing unprecedented challenges.The difficulties of small and medium-sized enterprises are prominent,and the strategic management of enterprise development plays an important role.However,with the vigorous development of the information industry,China has more than40,000 software enterprises above the scale,and there are countless small and medium-sized software enterprises.In the case of the relative lack of technical resources and human resources,how to seek the core competitiveness of small and medium-sized software enterprises and how to formulate enterprise development strategy is particularly important.This paper will take LS Software Company as an example to deeply analyze the characteristics of the "Internet + e-government" software application industry in which LS Software Company is located,and analyze the development strategies of small and medium-sized software enterprises under the background of major catastrophic events such as "black swan" and "grey rhinoceros".Through the analysis of the external environment,we can see that the macro environment of LS Software Company is relatively superior,but the industrial environment is not good,the existing and potential competitors are strong,which has a certain impact on the development of the company.Through internal environment analysis,we can see that although LS software company has a certain customer resources and service ability,also has a certain technical resources and research and development ability,but the overall technical barriers are not high;The lack of human resources and financial resources,especially the introduction of highly educated personnel and the lack of financial security,is difficult to support the rapid development of the enterprise;There is also a big gap between marketing ability and production capacity,which has hindered the development of enterprises.Through SWOT analysis the LS software company's strengths,weaknesses,opportunities and threats,and formulated the strategy of the company strategy and business layers,from exploring the scientific management,to achieve rapid expansion and innovative marketing mode,take the customer as the center,technology innovation,business transformation,restructuring plan,also made the centralized and ecological strategies,And by optimizing the company's organizational structure,improving human resources capacity,strengthening financial support measures,restructuring the internal operation mode,improving the marketing management system,strengthening the construction of corporate culture,setting up equity incentive mechanism and other seven aspects,all-round preparation of the company strategy implementation guarantee measures;Aimed at the same type,the same stage of small and medium-sized software enterprises to provide the enterprise development strategy management reference,but also for the long-term stable development of LS software company to provide strategic management decision-making basis.
