Under the background of "aging + urbanization" in China, there is a new group with dual attributes of "aging + mobility"-migrant elderly. With the deepening of urbanization process, the number of this group is becoming larger and larger. At the same time, the degree of digitization and informatization of the new city after the relocation is even higher.Smart phones have become an essential tool for urban daily life. However, the migrant elderly are "digital refugees" who enter the digital society in their later years. This identity conflicts with their new city after the relocation. Therefore, this study will take the smart phone use behavior of the elderly as a research problem, trying to clarify the smart phone as a necessary tool for digital life, what function does it play in the urban life of the migrant elderly? What are the impacts? What factors will affect the use of smart phones and other issues. This study takes Hohhot as the research area, and conducts semi-structured interviews with the migrant elderly in this area. The study found that driven by factors such as closer relationship, more leisure time, entertainment and social relationship, the migrant elderly tend to use smart phones. The important function of smart phones in the urban life of the migrant elderly is connection and reconstruction.Connection is mainly reflected in connecting old friends, making up for the broken old social relationship, linking the old social circle with the new urban life of the migrant elderly.Reconstruction shows that in the new urban life after the relocation, the intervention of smart phones to a certain extent has an impact on the interest circle, social relations, family intergenerational relations and living conditions of the migrant elderly, which is an important means to help them reshape the current "urban life".However, the study found that there are still some factors hindering the use of smart phones. The limitations of individual factors are mainly concentrated in the physiological conditions, cultural level, hint of "sense of mission",negative aging psychology, and technical fear. There are deviations in the way and degree of "digital feedback" at the family level, and the social level is limited by the weak feeling of the elderly social support. But from the research results, smart phones play a positive role in the new city life of the migrant elderly,so we should help the migrant elderly to overcome the obstacles from the individual, family, society, country and other aspects, and create an inclusive and friendly information environment for them.
