Satellite networking is an important method of marine environmental security monitoring.Due to the diversity of satellite capabilities,a variety of satellite allocation and scheduling schemes will be generated under the same monitoring task.It has become a key problem in satellite networking research to evaluate and decide the satellite scheduling scheme reasonably so as to assist decision makers to select an optimal scheme.At present,there are relatively few studies on the evaluation and decision of satellite networking system,so this paper takes the satellite network scheduling scheme as the object of evaluation and decision-making,and studies the evaluation and decision-making methods of satellite network scheduling scheme.The main works of this paper are as follows:1.According to the requirements of the normalization monitoring task and emergency monitoring task of satellite network,the evaluation index system of satellite networking scheduling scheme is constructed from three aspects: task completion,resource utilization and monitoring timeliness.The system consists of six evaluation indexes,and the meaning and mathematical model of each index are analyzed in detail in this paper.2.A fuzzy comprehensive evaluation method based on combination weighting is proposed and applied to the evaluation and decision of satellite network scheduling scheme.This method combines combination weighting with the fuzzy comprehensive evaluation,in which combination weighting is to synthesize the subjective and objective weighting results according to the principle of logarithmic least squares and the concept of relative entropy,while fuzzy comprehensive evaluation is to evaluate the alternative schemes by using the principle of fuzzy transformation and the principle of maximum membership.Finally,the method is applied to the simulation scenario of satellite network scheduling,and the results show that the proposed method can judge the advantages and disadvantages of satellite scheduling scheme.3.The attribute value of real number evaluation index in satellite network scheduling scheme evaluation index system is extended to the field of intuitionistic fuzzy number,and a multi-attribute decision-making method based on intuitionistic fuzzy number is proposed.This method is mainly composed of a method to convert real numbers into intuitionistic fuzzy numbers,an improved intuitionistic fuzzy entropy measure method,an integration operator based on evidential reasoning and a new score function.The proposed method is applied to the simulation scenario of satellite network scheduling scheme,and the results show that the proposed method is consistent with the fuzzy comprehensive evaluation method based on combination weighting.4.In the integrated development environment Visual Studio 2013,the evaluation and decision-making system of satellite network scheduling scheme is designed and implemented,which is added to the satellite network monitoring simulation platform.From the operation effect of the platform,it can be seen that the system can evaluate and make decisions on the satellite scheduling scheme generated by the platform,and assist the decision makers to make the best choice.
