The important daily work of state-owned assets regulatory agencies is the supervision of state-owned assets.Through the supervision and management of stateowned assets,the state can directly and effectively control the state of state-owned assets in enterprises.At the same time,the supervision of property rights in state-owned assets is also one of the main aspects of current state-owned assets supervision at all levels.The State-owned Assets Supervision and Administration Commission of the State Council has continuously promulgated a number of management systems and programs and corresponding laws and regulations for the management of state-owned property rights of enterprises for many years.This not only strengthens the supervision and management of state-owned assets and state-owned property rights,but also promotes the maintenance and appreciation of state-owned assets and prevents Or reducing the massive loss of state-owned assets,etc.have formed a key and effective role.The Stateowned Assets Property Rights Supervision Platform,referred to as the State-owned Assets Rights Supervision Platform,is an information management platform established for the supervision of state-owned assets.The use of the supervision platform to dynamically grasp the basic information and distribution status of state asset rights through informatization means is also informatized.The inevitable requirement of the development of the times.This paper investigates and analyzes the existing problems in the current methods and methods of state property rights management in a certain city,and combines the current needs of state property rights supervision informatization,puts forward the basic ideas and design goals of the state property rights platform construction,and finally realizes a state-owned property rights platform for a certain city.Asset property rights supervision platform to ensure the standardization and proceduralization of the national property rights registration process,and the automation of early warning in the supervision process.The main work of this thesis is as follows:(1)Study the supervision of state-owned assets.Through the study of the traditional three-tier mode of state-owned assets supervision in China,this thesis analyzes in detail the problems of backward supervision mode and imperfect information construction at the current state-owned assets supervision level,such as unsystematic supervision,lack of unified planning,single system application,backward technology and so on.(2)Analyze the important value of process management techniques and early warning schemes in the regulatory field.Based on the analysis of state-owned assets supervision mode and property rights life cycle,the regulation method system model of the platform system is proposed,and the process management and control model of property rights business is built by combining workflow technology.Based on data push technology,the dynamic push algorithm model of monitoring data is proposed.(3)Requirement analysis and process and function design of the supervision platform.According to the system problem domain,the main business requirements of the supervision platform are described,the overall business process of the system is combed,and the core business process related to the engine is designed in detail.Analyze the core module functions of the system through the use case diagram,and complete the design of the platform architecture and data table.(4)The prototype realization of the state-owned property and property supervision platform.Integrated workflow engine and rule engine and other key technologies to achieve the core functional modules and display its interface effect.
