State Assets are those resource occupied and used by all kinds of administrative institution, owned by the government and can be valued by the currency. How to manage state assets well, and avoid loss, is a major responsibility of the financial department.State Assets is an important material base of our socialist system, and State-Owned Enterprises play an important role in the national economy. There've been no such efficient administrative tools for a long time, and lead to a large amount of loss of state assets, and a low efficiency of administrative. How to manage these state assets is always an important issue in the state financial work. The government is researching at the administrative system and the effective method, meanwhile improving them. For the sake of state assets' inflation-proofing and appreciation and improvement of the administrative system of state assets, upgrading the level of administrative system becomes one of the first priority tasks of the State Assets Administration Committee.State-Owned budget management system requires filling balance budget by different industry, mainly filling report data's budget, not including financial data's journalizing processing. State-Owned budget management system's requirement is consitituted by to parts for now: uploading report's organization and query&analysis of early warning. Uploading report's organization is consitituted by report inputing, report auditing, data transfer and gathering and merging the budget. Query&analysis of early warning is consitituted by analysis based on industry/mark, budget and final account relative analysis and discrepancy's early warning and analysis's report. From common function view, printing function and system management function is also necessary.The platform and environment of this system:The system that uses .Net platform and takes sqlserver as database and is developed with mvc,interacts with database through ADO.NET. All the groups and enterprises in subsidiary of the district are able to use the system after the completion of the project development.By this system, the sub-enterprise can submit their budget report and establishment(including budget finical report and budget State-Owned report), the Committee can audit these reports, and notify enterprises to adjust their budgets according to sector's finical objective and finical records, and feedback the audit advice document. Sub-enterprises'll adjust the budget report according to the document. State-Owned Capital Committee can run OLAP on the budget report, and maybe receive the discrepancy warnings.
