With the continuous development of the economy,the continuous exploitation and deprivation of natural resources by human beings has exacerbated the occurrence of various natural disasters.Natural disasters such as typhoons,earthquakes,tsunamis,and floods have not only caused huge human casualties and economic losses to the country and society,but also hindered economic development to a certain extent.In order to reduce the various losses caused by disasters,the state has also paid more attention to the construction and improvement of the emergency management system and its infrastructure.As an important node of the emergency management system,the rationality of the emergency material reserve directly affects the efficiency of the national disaster relief system and the current social and economic development efficiency system,and is closely related to the timeliness of the emergency material security system.Based on the above background,this article systematically studies the location of emergency materials reserve starting from the meteorological disaster scenario of typhoon.Based on the analysis of the characteristics of the problem,the optimization objectives and constraints are proposed,and a multi-objective optimization model is established.A non-dominated sorting genetic algorithm(NSGA-?)with an elite strategy is designed to solve the model.The research process and method of this paper can be used as a reference for the location decision of emergency reserve in typhoon scenarios.Specific research contents include:First of all,this paper sorts out the current research status of related site selection theories at home and abroad,analyzes and compares several classic site selection models on the basis of summarizing the representative theoretical results,and draws the corresponding realistic application environment.After that,the model of the emergency reserve under typhoon disaster was analyzed,the typhoon path was divided into typhoon scenarios by k-means clustering algorithm,and the vulnerability of regional disaster victims was evaluated and analyzed,and the correlation of multi-objective optimization problems was combined paving the way for the establishment of the model.Subsequently,this paper selects the safety risk,economics,and timeliness factors in the emergency site selection,and establishes the minimum risk of the emergency reserve,the lowest transportation cost from the emergency reserve to the demand point,and the total weighted distance of the emergency reserve to the demand point Multi-objective location model with minimum objective function.NSGA-? is designed with chromosome and genetic operators to solve the optimization model.Finally,taking Zhejiang Province as the research object,this paper analyzes the economic data and typhoon track data of this region for many years,and verifies the effectiveness of the model and algorithm.
