Research On The Relief Effect Of Inclusive Finance On Rural Education Poverty

With the successful completion of China's comprehensive poverty alleviation work,the absolute poverty problem of the domestic economy has been resolved.In order to consolidate the results of poverty alleviation,completely block the intergenerational transmission of poverty and the poverty-returning of the alleviated populations,emphasis on education is the fundamental policy.At present,the education coverage rate and the consolidation rate of China's nine-year obligation have reached high level.However,survey data from the Ministry of Agriculture show that children of rural population dropouts from compulsory education are more serious.The Central Document also mentioned the continuous promotion of special actions to control dropouts in rural compulsory education,which shows the importance of poverty alleviation in rural education.At the same time,the proposal of inclusive finance is dedicated to providing low-income groups and rural populations with the financial services they need.Then it has played a vital role on the poverty alleviation.However,there are few studies on inclusive finance to alleviate rural education poverty,and they are all in the exploratory stage.Therefore,this article analyzes the alleviation of rural education poverty by inclusive finance: First,this chapter defines the concepts of inclusive finance and education poverty,and sorts out related theories of financial exclusion,poverty culture,intergenerational transmission of poverty,equal educational opportunities,and equity in education,etc.;secondly,this article uses the coefficient of variation method and the european spatial distance method to calculate the financial inclusion index,and use the FGT poverty index to construct the rural education poverty index,including the breadth of rural education poverty(referring to the proportion of rural education poverty population to the total rural population),depth(refers to the relative distance between the education years of the poor in agricultural education and the rural education poverty line),intensity(refers to the severity of rural education poverty),and use the calculated inclusiveness financial and rural education poverty breadth,depth,and intensity indexes to analyze the current status of inclusive finance and rural education poverty across the country,eastern regions,central regions,western regions,and northeastern regions;thirdly,analyze the direct relief of inclusive finance,and indirect relieve the theoretical mechanism of rural education poverty through rural households educational investment and the level of rural economic development.Then,in order to test the relieve effect of inclusive finance for alleviating rural education poverty and the path of relief,this paper builds the static spatial Dubin model and the dynamic spatial Dubin model based on the panel data of inclusive finance and rural education poverty from2008 to 2018.The empirical results show that:(1)inclusive finance can significantly alleviate rural education poverty,and show an inverted U-shaped change trend in the long term;(2)the level of rural economic development has a negative regulatory effect on inclusive finance in alleviating rural education poverty,and it will weaken the marginal relief effect of inclusive finance on rural education poverty,and rural family education investment cannot regulate;(3)inclusive finance can indirectly alleviate rural education poverty by promoting rural family education investment and rural economic development.Finally,on the basis of mechanism analysis and empirical analysis,the article puts forward constructive opinions on the poverty alleviation of rural education in our country.
