Design And Implementation Of Internet Public Opinion Monitoring Platform For Provincial Government

In the Internet era,everyone is self-media.Everyone speaks freely,publishes what they have seen and heard on the Internet,and also comments on the opinions of others.What’s important is whether it is positive or negative information,it will spread widely on the Internet.For positive information,people love to hear,but for negative information,proper control and guidance should be carried out to prevent the occurrence of social events in order not to affect the normal life of the people.At present,to achieve full-scale access to local online public opinions,the Internet information monitoring agency adopts a broad and multi-pronged supervision model,that is,using multiple Internet information capture systems to acquire,analyze,and deal with information in different types of news media such as Weibo,forums and web pages.Human judgments are needed to obtain more important public information that is likely to cause social repercussions.However,this kind of supervision mode is severely restricted by the information capturing ability of various systems and may weaken the timeliness,accuracy,and relevance of network public opinion.Although various information is captured,information with practical value is not that available.In practical work,the supervisory department staff needs to obtain and analyze Internet public opinion information in several systems,resulting in low work efficiency and high work intensity,which can not meet the timeliness and accuracy requirements of network public opinion,seriously affects the work efficiency of Internet supervision department,and greatly reduces the decision-making support of public opinion information to local Party committees,governments,and relevant departments.Because of the above problems,this article embarks from the Internet public opinion’s development direction,taking the public opinion monitoring system construction as the research focal point.Based on the characteristics of the autonomous region’s work,this paper focuses on the establishment of a unified,efficient,and practical Internet public opinion monitoring platform.Based on the construction of a unified standard and business model,this paper deeply studies Multisource Data Fusion.This platform realizes standard data access,shares the core database,optimizes the public opinion information pre-processing mechanism,and improves the efficiency of public opinion information discovery.This paper supports the platform to achieve accurate acquisition of the Internet’s massive information and provides comprehensive and valuable public opinion information for the regulator.The platform provides a unified work process from the capture,analysis,judgment,and disposal of public opinion,which solves the practical needs of the regulatory authorities.The main research work of this article includes the following aspects:(1)Through a study of the original network public opinion monitoring system,combining with the relevant regulations and policies of the national Internet content supervision and the practical need of the department,the paper carries out the analysis of the platform function requirement and sums up some main problems needing to be solved in the platform construction.(2)This paper completes the network structure and logical architecture design of the public opinion monitoring platform.Two main function modules(data fusion and public opinion monitoring)of the platform are designed.Part of implementation work is completed to ensure the effect of multi-source data viewing,comprehensive analysis,and judgment.(3)The function and performance of the Internet public opinion management platform are verified.This paper verifies the accuracy,usability,and compatibility of functions and processes.Use cases are designed to test the public opinion discovery ability and heterogeneous data fusion function of the platform.The concurrent performance of the system is tested by Load Runner to verify the data fusion and cleaning performance of the platform.The consistency between the test results and the design metrics is also verified.After the platform goes online,it greatly improves the ability of the regulator to collect and discover public opinion information.It realizes the comprehensive monitoring of the relevant local information and builds a more efficient monitoring platform to realize the functions of monitoring,sorting,analyzing,and guiding public opinions.It can realize the discovery of general website public opinion information within 30 minutes and achieve the goal of Internet content supervision.Since the platform was put into use at the end of 2017,it has achieved a good practical application effect.
