The purpose of the establishment of the Science and Technology Innovation Board is to provide better economic support for sci-tech enterprises.The evaluation of innovation capabilities of scitech enterprises is an important indicator to evaluate whether an enterprise is up to the standards.The understanding of sci-tech enterprises is the key for evaluation.Each bank will form its own knowledge after obtaining the data of sci-tech enterprises.The knowledge of each bank is different If banks share their knowledge through transactions,they will have a better understanding of scitech enterprises and assess more accurately.These are the problems that banks encounter when carrying on knowledge transaction: 1)Whether the bank's participation in cooperation is effective.2)Choose which banks to trade knowledge.In this paper,research on these two issues is conducted,to analyze the effectiveness of banks' participation in cooperation and model knowledge transactions.In view of the above problems,the corresponding solutions are proposed in this paper:(1)For the analysis of the effectiveness of cooperation,it is considered from three perspectives: the bank's cooperation model,the effectiveness of knowledge transactions,and knowledge pricing.Among them,banks have different cooperation models in the initial,mature,and final stages,and their degree of centralization will increase with the development of cooperation.The effectiveness of knowledge trading is analyzed by comparing whether there are differences in knowledge transactions.We point out that the key to the effectiveness of knowledge transactions lies in the degree of knowledge coverage of banks participating in the cooperation and the benefits it brings.Knowledge pricing is obtained by comparing two pricing models,pointing out that the difference of knowledge is the core of pricing,and then giving pricing suggestions.When calculating the difference of knowledge,the knowledge text is segmented first,then vectorized,and finally we calculate the similarity of knowledge vectors.(2)For the problem of knowledge selection,firstly,knowledge reasoning is to transform the information of Sci-tech Enterprise into knowledge.Then construct the knowledge transaction coverage model,and express the knowledge transaction problems with mathematical definitions and formulas.Finally,an algorithm is designed to solve this model,which is defined as a multiobjective optimization problem that maximizes knowledge coverage and minimizes knowledge price.The problem is solved by optimizing the gene coding,crossover and mutation operation of the genetic algorithm.Because the constraint conditions are added to the gene,invalid genes will not be generated.Therefore,the proposed algorithm is in the iterative process.The experiment proves the effectiveness of knowledge trading by comparing the Kendall correlation coefficient between the ranking after knowledge trading and their real ranking of innovation ability of sci-tech enterprises.We design a system to show the entire process of knowledge trading.
