Knowledge and knowledge accumulation, as the strategically-significant factor that determines the development and survival of firms in dynamic and uncertain competitive enviroment, is the research front in strategic management field. This paper, based on the related research on previous studies of firm theories and strategic management, provide a fresh and comprehensive analysis on the knowledge strategic manangement of knowledge-based firms through the systems engineering theories and methodologies, which can enhace the understanding and can provide new ideas both for researchers and practitioners in this field, the main contributions of the paper as the following:Firstly, the author argues that firm is a complex knowledge system, firm strategy is a process of knowledge creation and knowledge application, and the untimate target of innovation is to create knowledge avantage for firms, and provids a comprehensive analysis for firm stategy according to systems engineering. Based on this, we construct a tri-dimensional strategic model framework vision-knowledge process-knowledge worker, and the knowledge avantage is the core concept of the model.Secondly, makes an inquiry into the evolution of the strategic manangement, argues that the essence of the knowledge-based strategic manangement framework is to make a paragram shift in organizational concept, manangement function and manangement philosophy compared with conventional strategic manangement theory, the change is to adapt to environment change. Aslo, the combination of information technology and organizational strategic change play a very important role in firm strategic manangement. Meanwhile, based on 7S model Scott-Morton analysis framework, put innovation and technology as the main driving facors that determines the strategy formulation, structure, process and human resoueces manangement in forms, develop a systems framework on strategic change of firm knowledge strategic manangement.Thirdly, the evaluation of roles that knowledge played in firms and the activation methods, in large part, are determined by what and how we think about strategic manangement on firm knowledge. Knowledge advantage implies that this is a complex system, and the analysis on how knowledge management strategy is evlutioned can be based on synergistics.Forthly, strategic manangement process can not be perfectly put into practice as the strategic manangementforcasted, and the strategy formulation techniqiues can be comprehensively applied in three steps of strategic decision-making systems. The combination of fuzzy theory and neural network theory can improve the intelligence level of strategic manangementFifth, the process of strategic manangenietn is the process of knowledge creation and knowledge application, the ultimate objective of the system is to nurture knowledge advantage. The knowledge advantage accumulation needs the support of appropriate cultural context and IT: one hand, this needs to make the data and information digging; on the other hand, this process is human-centerd, ultimately target of this process is to acquire orgninzational intelligence. And the systems thinking demands that the knowledge content, knowledge activities and knowledge value of the knowledge management process in knowledge-based firms should be balanced.Sixty, the combination of information technology and organizational strategic change play a very important role in strategic manangement of firm knowledge. Strategic change directely steered and influnced the types of firm knowledge, ie. Knowledge structure will have an influence in the effectiveness of firm knowledge strategic management, and tacit knowledge plays a more critical roles in strategic change. The knowledge, in turn, will influence the application of information technology in strategic management.Funally, knowledge manangement is a process of change manangement.
