For the past few years China has made brilliant achievements in highspeed railway. Chinese Train Control System Level3(CTCS-3) which is theindependent innovational high-speed railway train control system has beenapplied in many high-speed railway lines for passenger traffic in China. Toensure CTCS-3’s safety and reliable, testing and verification must be doneboth in the lab and on the spot before CTCS-3coming into use. The designsimulation platform for CTCS-3which supports the testing and verification inthe lab makes sure that we can do demonstration rigorously and testing workon the whole CTCS-3system to ensure that high-speed railway lines for thepassenger traffic have been operated successfully. As a part of the integrateddesign simulation platform, the test and evaluation system can improve theefficiency of testing, decrease time and labor cost which is necessary in thecurrent situation that development speed of the high-speed railway becomesfaster. Train Control Center (TCC) system is a key sub-system in CTCS-3asa necessary part of testing. Aiming at the test and evaluation system, theworking focus of this paper include as follows.1. According to the conception of knowledge engineering, we create atest and evaluation method based on rules, design the whole structure withthe conception of distributed design and solve three problems which are datacollection, rules creating and real time testing.2. Realize a real-time and efficient test and evaluation system for TCCsub-system according to the whole structure.The results of this paper are applied in the HuNing, HuHang and JingHuhigh-speed railway lines in the lab testing, and also play an important role intesting of the JingHu high-speed railway line.
