Cultural and creative policy is a code of conduct set by cultural administrative departments to implement and manage the supply of cultural and creative products and services to public museums in order to achieve the goal of cultural and creative revitalization.In recent years,a series of cultural and creative policies have been promulgated and implemented as the cause of cultural and creative work attracts increasing attention.Public museums in China have effectively promoted the prosperity and development of cultural and creative undertakings while implementing the policy of cultural and creative undertakings,but there are still some shortcomings,and these shortcomings are mainly focused on the implementation of the policy.Therefore,it is of great significance to study the implementation of cultural and creative policy.Thomas Smith is one of the first American policy scientists to study the factors affecting policy implementation and its process.His "Smith model" has important theoretical value.According to the model,there are four core elements that affect policy implementation: idealized policy,implementing organization,target group,and environmental factors.Idealized policy takes the public policy to be implemented as the logical starting point of analysis.The implementing organization refers to the executing organization and the executing personnel at all levels,the target group refers to the objects directly affected by the policy,and environmental factors refer to the external factors of the policy implementation.These four factors interact to create tensions that are destructive and lead to failure in policy implementation.Taking China Maritime Museum as a case,this paper presents three stages of the development of its cultural and creative industries--starting,expanding and accelerated growing.By using the "Smith Model" to analyze the difficulties in the implementation of its cultural and creative policies: from the perspective of the policy itself,the policy text has problems such as insufficient coordination,insufficient rationality and insufficient science;From the point of view of the implementing organization,the main problem is that the implementation of policies is not effective.From the point of view of the target group,the public's acceptance of the policy is low;From the point of policy environment,the political environment,economic environment,cultural environment and legal environment all need to be improved.Based on the "Smith model",the optimal path to promote the cultural and creative policy implementation of China Maritime Museumis as follows: first,the policy system should be improved,the policy strategic positioning should be clarified,and the policy text should be formulated scientifically;Second,we should optimize the performance of subject functions,clarify the responsibilities of multiple subjects,improve the coordination and cooperation mechanism,and strengthen professional capacity building.Third,we should increase the participation of the target group,establish a flat communication mechanism,advocate cultural consumption behavior,and cultivate the artistic taste of the audience.Fourth,we should optimize the environment for policy implementation,create a participatory political environment,enhance the appeal of the culture brands,and promote the rule of law in cultural and creative industries.
