Research On The Effectiveness Evaluation Of Software Industry Policy Implementation

The software industry has developed into a strategic and dominant industry in China.Its development not only creates huge green output,but also plays an important role in promoting the development of other industries.In 2011,the State Council issued a number of policies to further encourage the development of the software industry and integrated circuit industry.By now half of the“13^th Five-year”has passed and several policy studies on the software industry can enrich the theoretical understanding of the software industry policies as well as provide the basis for the corresponding policy makers in practice.First,this article reviews and analyzes the public policy,industrial policy,information industry policy,software industry policy and so on,and summarizes the research situation of the policy as well as the software industry policy.Second,from the angle of content,value chain and the coordination,division of various government departments,some policies of China's software industry are combed so that the policy of China's software industry can be grasped in different angles on the whole.Third,the function mechanism of software industry policy is discussed through resource elements,market demand,enterprise organization and industrial environment.Finally,on the basis of the function mechanism and policy goal of the software industry,the"pre-Post"comparative analysis method is adopted and the related data of software industry in the statistical yearbook is used to compare and analyze the implementation of several policies.It is found that the policy system of China's software industry reflects the logic relevance of the value chain of the software industry to a certain extent,and is more inclined to the research of software and the promotion of the market.The software industry policy has also made relevant provisions for the division and coordination of various departments in formulating policies and implementing policies.The role of software industry policy is influenced by two or more kinds of policies,and the same policy also affects different factors.After the promulgation of policies,the quality and level of China's software industry have been improved,but the power of sustainable development is insufficient.A number of leading enterprises with strong strength and influence have been nurtured.The investment environment of domestic software industry is influenced by market environment,and policy is only one of the factors that affect investment.China's software export environment is not optimistic internationally.At the end of the article,some suggestions are put forward.Our government should further clarify the departments and responsibilities mentioned in the software industry policies,vigorously develop the outsourcing industry of software service,encourage the software industry to increase the R&D funds,reward enterprises with higher R&D funds,and cultivate different levels of personnel in the software industry on the educational level.
