Project bid evaluation is the process of selecting contractors with high engineering level and management standard,low price,abundant funds,and who have best credit in performance and qualification.This paper studies and implements an engineering bid evaluation system based on matter-element extension theory in order that people can give scientific and reasonable assessment results while they consider the situation of contractors in technical management,financial economy and qualification credit.Being based on the analysis of existing evaluation methods at domestic and overseas,combined the basic theory with method of project evaluation firstly.And then introduced the basic concept of basing on matter-element extension model.After that the paper determined the classical domain and joint domain,identified for the evaluation of matter-element,calculation for evaluation of the matter-element.This engineering project evaluation is established for the bidder evaluation index system,which includes the technical management of the tendering units,commercial economy,qualification,these three subsystems,and also 15 indicators establishes a theoretical foundation for the design of the evaluation system.Next,carrying on the demand analysis,outline design and detailed design of the bid evaluation system according to the software engineering theory.Finally,a standalone version based on C++ platform,MySQL database is achieved.The based on matter-element extension engineering project bid evaluation system possesses six function modules of login management,project information maintenance,evaluation committee expert management,bidder management,bid evaluation calculation,current project information maintenance.The test results of the system module structure and overall function show that the system runs stably and can accurately calculate the grade of the contractor’s comprehensive strength. |
