Design And Implementation Of A Government Online Procurement System

According to the rapid development of information technology in recent years,the realization of informationization of government procurement has gradually become a global trend.More and more countries and regions have begun to implement the informationization of government procurement,transplanting traditional government procurement behaviors online,but for various reasons,the progress of each country is very uneven.Leading to government procurement is still based on traditional offline purchases.Traditional procurement methods are time consuming,inefficient,and poorly priced.In order to further improve the efficiency of the government procurement process,the existing government procurement and online platforms were investigated and the government online procurement system was studied.This paper design and implementation of the government online procurement system,will first introduce the domestic and foreign government procurement system development background and application status,and the implementation of the system involved in the main system analysis and design methods,technologies are compared.Based on the overall demand analysis and business process,the system is mainly divided into purchasing management,bidding management,bid management functions and four review management function module,and based on this design,online procurement system of the government includes the whole system framework design,data flow design,and each function module design,etc.For the functional realization of the system,the latest J2 EE platform-based struts2,hibernate and spring frameworks are developed,which have good stability,openness,flexibility and security.The use of computer-aided government procurement business processing,solve the large amount of government procurement,involving a wide range of issues,and completely based on B/S structure design,easy to use and promotion,fully reflects the government procurement open,fair,fair thinking.On the basis of implementation involved in the procurement process requirements,on the basis of this article will introduce the BI data statistical analysis of the thinking mode,realize the system accumulated purchasing goods data,each supplier quotation data statistical analysis,using data mining technology,purchasing commodity information of horizontal comparison,form data analysis report,provide a reference for the next time the supplier of choice and effective data basis and support.Through the final test of the system function and performance,it shows that the government online procurement system designed and implemented in this paper is in line with user requirements.With the progress of government management concept and the application of the system,the operation of government procurement process will be more open and transparent,and the working efficiency of relevant personnel will be greatly improved.
