Under the national strategy of "actively promoting the fifth-generation mobile communications(5G)and ultra-broadband key technologies,and launching 5G commercial use" 13th Five-Year Plan and accelerating the construction of new infrastructure such as 5G networks,the three major domestic operators have responded to the call,Vying to start a nationwide 5G base station and supporting construction projects,5G network construction has also become a new battlefield among operators,who can lay the 5G network faster,wider and higher quality,whoever can occupy The commanding heights of the battlefield have won a large number of 5G users.As an important part of the 5G network,the bearer network is the first to carry out large-scale construction based on the strategy of "5G construction,bearer first".Since the bearer network is a"highway" connecting 5G base stations and 5G core networks,it must be ahead of others Professional completion.In the case of tight schedule,new technology,new equipment,and no experience,scientific and reasonable,comprehensive and detailed risk management must be carried out if tasks are to be completed on time with high quality.This article takes the 5G bearer network construction project of the S City Telecom Company as an example,draws on relevant domestic and foreign experience to carry out risk management in the whole process of the project construction from the perspective of the construction party,and formulates a risk management plan based on the short construction period and high technical requirements of the project.Carrying network project data,organized engineering,procurement,and financial experts for many times,using brainstorming and Delphi methods to carry out detailed risk identification and in-depth risk analysis for the entire construction process from the five aspects of personnel,machinery,materials,methods,and the environment.Obtained 5 types of first-level risks and 29 second-level risks,using risk matrix method,expert survey method and questionnaire survey method for qualitative evaluation.In order to improve the scientific nature of the evaluation,the analytic hierarchy process is further used for quantitative evaluation,and the final result is The risk weights of each primary risk and secondary risk are combined with qualitative and quantitative analysis to output a list of risk evaluation results,and corresponding strategies and specific measures are formulated accordingly.Under strict implementation and effective monitoring,the project is finally High-quality completion ahead of schedule.This paper conducts scientific and effective risk management research on 5G bearer network construction projects,and proposes a set of effective project risk management methods.These methods can standardize the implementation process of future projects and will also help a large number of subsequent 5G bearer network constructions.The project provides a basis and provides experience for the construction of 5G bearer networks and other related projects.
