Research On The Interest Balance Mechanism Of Open Scientific Data Stakeholders

Under the background in the era of big data,data information resources increase sharply,in the explosive growth of the data today,scientific research entered the era of data intensive scientific research,scientific data sharing has become a scientific research innovation and even national science and technology innovation an unstoppable trend,implement open science data sharing to realize the sustainable development of science.Scientific data is the core part of scientific research,at the same time,the sharing of scientific data was the key to implement the data value and data reuse,many scientific data because of some limited factors and limited to its data management department or the creators and owners to use,even after the part of the scientific data in research has been put on hold and will not use again,this will seriously affect the scientific data liquidity,other researchers once again hard to leverage existing scientific data processing and secondary innovation,again this is not conducive to the scientific research activities and the realization of the national science and technology innovation.Therefore,the opening of scientific data has become a hot spot of academic research,and all disciplines are actively involved in the opening of scientific data.Through the research on related topics of predecessors,the author can conclude that the research on the opening of scientific data in foreign countries is earlier than that in China,and the relevant system and technology research is also more mature than that in China.In contrast,there are still obstacles to the opening of scientific data in China,no matter at the level of national policies or stakeholders.Therefore,in order to realize the open sharing of scientific data in a larger scope and with higher efficiency,this paper studies the interest balance of stakeholders from the perspective of participants.This paper define the scientific research personnel,scientific research funding agencies,research institutions,libraries,publishers,data center six stakeholders and their respective role positioning,main reference actor network theory and stakeholder theory,build the model of the stakeholders,accord with the actual situation of this paper is summarized in the data life cycle model,the analysis of the data in different stages of the life cycle of the interests of every stakeholder relationships.Then,with scientific research funding as the driving force,scientific research institutions,data centers,libraries,publishers as the decision-making party,and scientific researchers as the participants,the three game players carry out multi-party game analysis,and summarize the strategies adopted by the three players to reach the equilibrium state of game benefits.Finally,from the perspective of national policy and stakeholders,the paper puts forward Suggestions on the construction of interest balance mechanism.Therefore,this paper will focus on the interest demands among stakeholders and the evolution of multi-party game,calculate the optimal profit equilibrium point of stakeholder game,and achieve the optimal profit state of stakeholders,so as to provide a foundation for the establishment of interest balance mechanism and the promotion of scientific data sharing.
