Since the 18 th National Congress,a number of policies to promote the development of the cultural industry have been introduced and implemented,and the reform of the cultural system has continued to deepen.The operating environment of state-owned publishing houses has been very different from the previous ones.Under the impetus of the marketization trend of the publishing system,the existing performance management plan of the staff of SF Publishing has not matched the current fierce market competition.It is urgent to establish a set of scientific,reasonable and feasible based on the current situation of the enterprise.The system enhances the internal management level of the publishing house and arouses the enthusiasm of the issuing staff to open up the market,thereby improving the core competitiveness of the enterprise in the publishing industry.Based on the actual situation of the SF publishing system,this paper uses the Balanced Score Card(BSC),Key Performance Indicator(KPI)to report the performance of employees.The management system is optimized to ensure the smooth implementation of the performance management system.This research mainly consists of four components: First,the introduction part mainly introduces the research background,research purpose and research significance of this research,and then summarizes the research status of performance management by reviewing the research literature at home and abroad;Secondly,through internal interviews,questionnaires and other means to investigate the performance management of the enterprise issuance system,find out the problems existing in the employee performance management system,and point out the system defects that cause these problems,which will help the follow-up research.Third,combined with the analysis method of BSC and KPI,determine the principle of SF publishing staff performance management optimization,and use relevant technology to specify SF publishing house performance management optimization program.Fourth,starting from the three aspects of management promotion,supporting system construction and corporate culture construction,the specific measures for ensuring the smooth implementation of the optimization plan are proposed.The innovations of this research are as follows:(1)Through the internal interviews and questionnaires,obtain the real data of the publishing enterprises,and use BSC,KPIand other analysis methods to analyze the specific problems in the performance management of SF publishing staff.(2)Using the BSC and KPI analysis methods,for the specific characteristics of the SF publishing system,the performance management system of the issuing staff is optimized from the perspectives of financial indicators,customers,internal business processes,learning and growth.solve the problems of the enterprise,provide reference for similar enterprises.
