As an important national decision of the Current Rural Revitalization Strategy,the targeted poverty alleviation policy not only affects the survival and development of farmers,but also affects the future development trend of our country.However,the smooth implementation of a policy is inevitably inseparable from the effective transmission of policy information.As the target area of implementing the targeted poverty alleviation policy,how to spread the poverty alleviation information and whether to operate effectively are the issues that should be focused on in the current policy communication and rural governance research.Through a field survey of a poverty-stricken village in Sichuan Province,this study comprehensively uses in-depth interviews,participatory observation and questionnaires to investigate the communication channels and operation logic of targeted Poverty Alleviation Policies in poverty-stricken villages.According to the survey,there are three main channels of poverty alleviation policy in poverty-stricken villages: mass communication,organizational communication and interpersonal communication.Among them,TV is the main media of mass communication,which has a wide audience and is easy to receive,but it shows the characteristics of lack and suspension of detailed policy information.Organizational communication is mainly based on the positive contact between the personnel and the villagers in the system.Through the villagers' meeting,household publicity,one-to-one assistance and other measures,the two-way interaction can be achieved to supplement and correct relevant information.At the same time,the poverty alleviation cadres realize the politicized production of the villagers' private space by means of pasting indoor posters,picture albums and distributing propaganda stickers,so as to achieve the long-term and subtle influence of acculturation and carry out more effective policy information dissemination.Interpersonal communication is mainly divided into policy information communication and exchange between rural elites,ordinary villagers and ordinary villagers.Due to the increasing hollowness of rural areas in China,"acquaintance community" has gradually evolved into "semi acquaintance community",and the interpersonal communication in rural areas tends to weaken.The rural elites mainly share and supplement the policy information according to the relationship between relatives and relatives,while the villagers also communicate and transmit the information based on the principle of priority of self-interest.Generally speaking,the communication channels of the current targeted poverty alleviation policy in China show the characteristics of gradual strengthening of institutional communication channels and gradual weakening of non institutional communication channels.Therefore,the author tentatively puts forward the idea of "village based,farmer centered" path optimization,which provides practical suggestions for the dissemination of rural policies in poor villages.
