The low energy consumption and low pollution properties of electric vehicles,as well as the policies of full-day road right and subsidy have jointly promoted the development of pure electric vehicles in many fields rapidly. And pharmaceutical cold chain logistics is one of the important fields. However, due to the limitations of battery capacity and infrastructure, pure electric refrigerated vehicles have the characteristics of short cruising range and long charging and waiting time during the distribution process. Therefore,it has become a new problem for pharmaceutical cold chain distribution enterprises that how to maximize the profits with the consideration of low carbon on the basis of meeting the charging and distribution needs of pure electric refrigerated vehicles.Based on this, this paper proposes the route optimization model in pharmaceutical area for pure electric refrigerated vehicles. The model aims to achieve the lowest total distribution cost and achieve the double win between the economic and environmental benefits. For enterprise, the paper put forward feasibility suggestions from different perspectives. For the government, the results of optimization provide guidance in subsidies. The main work of the paper is stated as follows:(1)The characteristics of pure electric refrigerated trucks in pharmaceutical distribution and related factors affecting the model are analyzed. These characteristics and factors are considered in the objectives function,so that the model is closer to reality. Then, the medical distribution route optimization model for the pure electric refrigerated vehicle was constructed aimed at the lowest total cost, including fixed cost, cooling cost, queuing cost, penalty cost, charging cost and carbon dioxide emission cost.(2)The ant colony algorithm is designed to solve the model.Taking enterprise J as an example, and analyzing the impact on results of considering or not the considering the cost of carbon dioxide emissions. When considering the carbon dioxide emission cost, from the perspective of the whole society, the total cost is lower, demonstrating the feasibility and importance of considering environmental costs.(3)The results are analyzed under different strategies, which provide feasible suggestions for the enterprise.According to the existing optimization results,it is found that the current charging strategy cannot optimize the cost for enterprise J.In order to improve the effectiveness of the distribution, the pure electric vehicle route optimization model under different charging strategies is studied. And finding the optimal charging strategy of the enterprise is 75%.Due to the limitation of battery capacity, the range of electric refrigeration vehicle is shorter. So the impact of battery capacity on the distribution cost of enterprises is studied, and it is found that when the battery capacity reaches 100 k W,the distribution cost would no longer be restricted by the battery capacity, which provides a basis for the company's future purchase decisions of vehicles. With the popularization of time-sharing electricity pricing measures at charging stations, the impact of pricing changes in the charging station was also studied. And a time-departure strategy was proposed to deal with the change.
