The proposal of “The Belt and Road Initiative” in 2013 made China the focus of global attention again. The purpose of “The Belt and Road Initiative” is to interconnect with participating countries and prosper together. However, some foreign media misinterpreted the connotation of “The Belt and Road Initiative”.News media reports are an important basis for the audience to learn about international affairs. This will directly affect the image of the country in the eyes of the audience, and it will also affect the audience's understanding of the country's foreign policy.ASEAN countries are China's priority directions and important partners in promoting the construction of“The Belt and Road Initiative”.Malaysia is a core member of ASEAN,playing a central role in “The Belt and Road Initiative” in Southeast Asia and it is also closely linked to China's economic and political affairs, which requires us to pay close attention to related public opinion trends in Malaysia. As the mainstream English media in Malaysia,"New Straits Times" has an important influence on the grassroots and elites in Malaysia.Taking October 2013 to October 2018 as the time node, this study researches 290 related report texts of its “The Belt and Road Initiative” over the past five years, based on the theory of frame theory, and mainly using the content analysis and case study method, analysis of "New Straits Times" to explore the Malaysian “The Belt and Road Initiative” reporting framework, emotional tendencies and causes, and finally propose the Chinese media's “The Belt and Road Initiative” overseas communication capacity building thinking. The study found that the number of reports on the high-level structure of the "New Straits Times" showed a steady and continuous growth trend. The length of the reports was mainly medium-length and long-term reports. The coverage of the reports focused on the level of political and economic cooperation. At the mid-level structure level of the “New Straits Times”,the sources of reports are mostly reproduced from the media of other countries, and they attach importance to the interpretation of special contributors. The genre focuses on the guiding role of in-depth reports and comments. At the low-level structure level of the “New Straits Times”,the emotional support of the media is mainly based on active support, but there are also some doubts. The formation of these emotional tendencies is closely related to Malaysia's political environment and vital interests, media positioning, and news gatekeepers. In terms of the Chinese media's “The Belt and Road Initiative” overseas communication capacity building, this study believes that it is necessary to gain timely insight into the concerns of Malaysian media reports and in-depth cultural interaction with Malaysian media. We should grasp the important time nodes of the two countries and strive for the initiative in setting the agenda of “The Belt and Road Initiative”.It is also necessary to take the initiative to respond to controversial issues and melt the ice;to build and improve “The Belt and Road Initiative” talent pool and enhance the international voice of “The Belt and Road Initiative”.
