The TV entertainment programs in China's mainland have passed comprehensive entertainment party era, gaming entertainment era,and enters today's talent show era when the stage moves from palace to public square, participants change from stars to ordinary people, and the audience's experience changes from acceptance into participation.In the times when "interaction" is prevalent, TV entertainment programs spontaneously cater to TV audience with the hope of occupying a larger market space.When the media is enhancing its entertainment function, it inevitably slides into vulgarity and superficiality. In this case, its function to guide public opinion once again begins to draw people's attention.As an important proposition in the field of communication effects, "agenda-setting" theory reveals the communication media's function of constructing public opinion, and provides theoretical foundation for the study of public opinion guidance. Based on the theory, TV entertainment programs in their evolutional process not only have experienced the changes of agendas,the release of justice agenda, the change of agenda relationships, but also lose control over inter-media agenda to some degree.According to the relationship of media agenda and audience agenda in the theoretical frame of "agenda-setting" theory, this thesis attempts to study TV entertainment programs'function of guiding public opinion, analyze reasons why media-agendas are out of control,and put forward corresponding countermeasures.The author suggests that we shall "remodel media agenda-setting to strengthen public opinion guidance", "advocate green ratings and improve cultural quality","adhere to the civilians line and enhance interactive communication","adhere to the principle of localization and implement three-dimensional communication",and "establish a sense of innovation and build brand image".The author maintains that through this way the TV entertainment programs in China will develop sustainably and stably with a higher cultural quality.
