Research On Government 's Guidance Of Public Opinion On Network Focus Events In Agenda Interaction

With striking of web information hurricane, the scale of internet users expanded rapidly. The network information technology, not only affect the behavior and thinking, but also changed the traditional structure of social opinions intensively. With the increasing of democratic consciousness, the internet users have another way to express their opinions and take part in the public affairs, based on the internet new media platform. Everyone can debate and exchange their ideas freely on the internet, and these ideas spread fast through the internet, then more and more net citizens could participate the discussion, finally, the affecting range expanding wider and wider through the internet, especially negative impacts. We define the social affairs which are spread fast on the internet and have negative effects as network focus affairs. In the cyber space, the public agenda, media agenda and policy agenda fight for each other’s interests violently. Exposed in such a environment, the internet focus events lacked effective guidance and balance. The diversity and instability of network consensus lead to the explosion of network crisis. Now, we need government to guide the public opinion and evacuate the contradiction.In this paper, based on the agenda setting theory, the relationship of government, media, and public in the network focus affairs, was studied. Especially take the example of "Self-shot in the operating room, Shan xi", the interactive relationship of government, media and public was analysed more deeply. Based on this deeply study, the difficulty of government to guide the public opinion was stated in this paper, and proposed several way for government to handle the trend of public opinion in internet focus events. It is expected that, the cyber space could be effective managed by government, to build a healthy, harmonious and organized network environment.
