The problem of migrant workers' wage arrears is one of the hot social issues that everyone pays more attention to at the end of each year.It not only affects the protection of migrant workers' labor rights,the effect of poverty alleviation,but also the harmony and stability of the society.General Secretary Xi Jinping and Premier Li Keqiang have repeatedly issued instructions on guaranteeing the payment of migrant workers' wages.The relevant central departments have also issued corresponding specific policies repeatedly.Labor and social security supervision departments at all levels across the country have also worked hard to ensure the payment of migrant workers' wages.Through the joint efforts of many parties,the problems in some areas have been effectively suppressed,while high incidences are still common in some areas.In order to in-depth study the problems in the implementation of the government's policy to guarantee the payment of migrant workers' wages,and to accurately find out the influencing factors and radical measures,this article combs the domestic and foreign literature and the factors that lead to differences in the implementation of policies in different regions,and uses "Horn-Meter's policy model analysis framework uses research methods such as questionnaire surveys,interviews and data analysis,taking N city as an example from the city level,to study the implementation status and influencing factors of the policy to ensure the payment of migrant workers' wages in order to find a radical cure.Policy ideas for wage arrears.This thesis consists of five chapters: The first chapter mainly explains the research background and significance,shows the research ideas,introduces the main innovations and shortcomings;the second chapter describes the core concepts and theoretical framework,the Horn-Meter model and its Analyze the factors of policy implementation and introduce;Chapter 3 introduces the current situation and practices of the implementation of the policy to ensure the payment of migrant workers in N City;Chapter 4 analyzes the problems in the implementation of the policy to ensure the payment of migrant workers in N City and the specific influencing factors of the policy implementation effect;Chapter Five puts forward specific suggestions for improving policy implementation based on the Horn-Meter model on the six factors that affect policy implementation.
