The balance of compulsory education quality cannot be separated from the equilibrium of teacher allocation.As a special public educational resource,teachers are conducive to promoting the balanced allocation of urban and rural educational resources and making up for the lack of educational "software" in weak areas through exchange rotation between different regions.Therefore,it is necessary to establish an effective mechanism for the allocation of resources between urban and rural teachers,and to maintain the normalization,standardization and institutionalization of teacher exchanges between urban and rural areas.To this end,on August 13,2014,the Ministry of Education and other three ministries jointly issued "on the promotion of county(district)area compulsory education school principal teachers exchange rotation views",on the promotion of the "county management and school employment" mode of compulsory education school principal teachers exchange rotation work to make a comprehensive deployment,teachers exchange rotation work objectives,personnel scope,methods,incentive guarantee mechanism and responsibility of the main six aspects of the specific views.Under the guidance of the national policy,various localities have gradually promoted the practice of reforming the management system of teachers in "county management and school employment" and formulated a system and methods for teacher exchange rotation in county areas to promote the balanced development of compulsory education.However,in the specific practical operation,due to the county-level government co-ordination role is not in place,the school's "completion of the task" management and the teachers "prioritization of evaluation" selection to a certain extent on the implementation of the effect of the policy to hinder the normal communication and rotation of teachers.In order to better understand the problems and obstacles in the process of teachers' exchange rotation in the compulsory education stage,and to better promote the balanced development of compulsory education,this topic is chosen to carry out research.This paper selects the teachers who participate in the exchange rotation in the compulsory education stage of C City,Shanxi Province as the research object,investigates the actual situation,collects the relevant data,and studies and analyzes,starting from the three main body of policy implementation of the government,schools and teachers,put forward that the county-level government should play an overall and coordinating role,the school organization should perform the function of education management,and the teachers' group should play the radiation-driven energy.The three parties work together to promote the orderly and normal exchange of teachers in the compulsory education stage,and promote the more rational allocation of teachers between regions,so as to achieve the goal of high-quality and balanced development of compulsory education in City C.
