In recent years,our country introduces the relevant policies about implementing teacher exchange rotation institution in order to realize the balanced allocation of educational resources and the realization of educational equity.The implementation of the teacher exchange rotation is a strategic moving as the balanced urban and rural compulsory education resource allocation to improve the people's satisfaction with education.Strive to start from 2014,with 3-5 years to achieve the county(district)within the domain of teacher exchange institutionalized and normalized,and the first to achieve the domain of teacher resource allocation within the country(district),then advancing in a wider range gradually,and focus on exchanging outstanding teachers and management backbone.The teacher exchange rotation institution is an important measure and beneficial attempt to promote the balanced development of compulsory education.It is helpful to promote the rational allocation of teacher resources and exert the excellent teachers' radiation and the demonstration.It aims to narrow the gap between urban and rural education,it can solve the problem of school heat choice effectively,it can also improve the quality of education and teaching,realize educational equity gradually.This paper is from the policy perspective of obligations educational resources balanced allocation,studying the institutional reform of teacher exchange rotation within the country(district).Through interviews of leaders and teachers subjective thoughts,at the same time,on the basis of analysis of objective questionnaire data,two real cases through the use of communication through narrative details of these teachers' mentality,to fully understand the current situation of the Y district teacher exchange rotation implementation in the compulsory education school,to point out Y district teacher exchange rotation problems during implementation process.Combined with the teacher exchange rotation policy that has been introduced,analyze the cause of the problem,put forward suggestions to improve the institutional reform's design,execution and evaluation about district teacher exchange rotation.Through the study of the teacher exchange rotation institutional reform,it's to provide some feasible methods for the implementation of compulsory education teacher exchange rotation institutionalized and normalized,but also plays the role ofguidance and reference for the future implementation of the teacher exchange rotation.
