The title evaluation system is a kind of talent evaluation system,which plays an important role in the evaluation and selection of talents.From the perspective of teacher management,the scientificity,rationality and impartiality of the primary school teachers’ professional title evaluation system have always been concerned by the majority of front-line teachers and educational experts.While affirming the good intention of the implementation of the primary school teachers’ professional title evaluation system,it is need more necessary to discuss that the primary school teachers’ professional title evaluation system established in China in the 1980s seems to be out of touch with the society.In view of the various unsuitable situations in the current professional title evaluation,some effective studies have been carried out,investigations and researches are full of practical significance.Based on the theory of incentive management and the scientific theory of public policy-making,this paper investigates and interviews 100 teachers one by one in the sample points by designing 10 questionnaires.Through the merging,analysis and sorting out of the questionnaires,it is concluded that there are some problems.One-sided factors are serious in the evaluation;unfair factors exist in the evaluation of primary school teachers’ professional titles;negative factors exist in the evaluation model and standards.In view of the above mentioned problems,this paper also analyzes and discusses the causes,which mainly focus on the lack of scientific and reasonable evaluation index system of primary school teachers’ professional titles,the lack of autonomy of primary school teachers’ professional titles evaluation,the lack of management of primary school teachers’ professional titles evaluation.In view of the above problems and the causes of the tentative combination of domestic and foreign research on the historical experience of promoting the reform of primary school teachers’ professional title evaluation system countermeasures put forward to improve the reform of primary school teachers’ professional Title Evaluation System in four aspects of measures and suggestions:first,to improve the primary school teachers’ professional title evaluation management system innovation;second,make it to be the better one;the third is to establish a comprehensive evaluation index system of primary school teachers’ professional titles;the fourth is to pay much attention to the comprehensive development of teachers,and then improve the treatment of teachers.This study can provide a basis for the comparison and selection of primary school teachers ’professional title evaluation system,and also can provide some reference and thinking for similar research.
