To some extent,the great rejuvenation of the Chinese nation can not be separated from the coordination between population and economy,society,resources,environment and so on.In recent years,in particular,the adoption and implementation of the"comprehensive two-child"population development strategy at the Fifth Plenary session of the 18th CPC Central Committee,an important population and fertility policy following the merger and adjustment of the"two children alone"policy by the Ministry of Health and the population and Family Planning Commission,It has undoubtedly played a good and positive leading role in promoting the development of family planning and improving the increasing trend of population aging in our country.Throughout the history of modern population development in China,family planning has been formally defined as a basic national policy in September 1982 and formally incorporated into the Constitution in December 1982.According to statistics,since the introduction and implementation of family planning,China’s population growth has decreased by more than 400 million.However,with the passage of time,it has also brought adverse effects to the healthy development of the overall structure of our society,especially in recent years,the aging of the population has intensified most representative.Some studies have pointed out that with the fundamental change of people’s fertility concept,the extensive migration of floating population,the prominence of risk factors in the only-child family,the long-term low fertility rate and the seriously unbalanced sex birth rate,and the accelerated evolution of population aging,serious social and demographic problems have arisen,if we want to truly meet them.At present,there is still a long way to go to meet the basic needs of social development,such as multi-level and diversified family planning,contraception,eugenics,reproductive health,quality improvement and family development.Since this century,although the state has successively revised and promulgated laws and regulations related to population and family planning（such as the Constitution of the People’s Republic of China（2004）（currently in force）,the Population and Family Planning Law of the People’s Republic of China（2001））and policies（such as the Central Committee of the Communist Party of China and the State Council on strengthening people in an all-round way）.The Decision on the Overall Solution of Population Problems in Population and Family Planning Work^[3],however,is only a small step away from the expectations and needs of the people and the needs of social development coordination.Therefore,strengthening the construction of family planning service system,improving the quality of family planning service,expanding the population family planning service groups,changing the mode of family planning service and digging deeply into the field of family planning service have become one of the important choices to shorten the distance between the current serious population problems in China.However,how to make great strides in the face of such a severe public service test of family planning,and how to achieve population balance and sustainable development play an important role in dealing with the increasingly serious population problems in the future.The purpose of this paper is to sort out and analyze the present situation and related service items in the implementation and implementation of family planning public service in Changshou District of Chongqing.Aiming at all kinds of problems existing in family planning public service in this area,this paper puts forward scientific,reasonable and effective optimization countermeasures to solve the instability of family planning service team in this area,the weak concept of service,and the lack of professional and technical personnel and facilities.Lack of implementation of family planning related policies,publicity,education and services,as well as the shortage of economic,social,resource and environmental problems faced by economic,social,resource and environmental issues,as well as serious population mobility,with a view to providing future family planning services to all countries and even to our country The deepening and further improvement of the business provides the corresponding reference and reference basis.
